SUBJECTS Memorandum on a New Threat to the Genocide Convention
1. The attached emorandwn was prepared by Professor
, author of the original Genocide Code
referred to in the memorandum. The memorandum was prepared
by at the suggestion of of PSB
when complained to him that the Russians are trying
to use the Chinese to wreck the Genocide Code,
2. According tol I this maneuver is connected
with the Soviet aim to wreck the Swedish resolution on the
International Criminal Court. This resolution calls for
"indefinite" postponement of consideration for an International
Criminal Court. The Soviets want it brought up at the next
General Assembly. People close to this picture feel strongly
that the Soviets want to use the International Criminal. Court
to exploit to their advantage the:
a) Germ warfare propaganda
b) Pushing the claim that the U. S. is guilty of crimes
against humanity in Korea
a) Wrecking of the Karsten Amendment
3. Mr. Tracy Barnes may be interested in this matter and
may want to call it to the attention of his political warfare
specialists. believes that if CIA considers it
feasible to take action on the matter, it should contact Prof.

directly or through Senator Wiley
