In the initial stages of war, or if activated earlier than D-Day, this Board, under the provisions of I1SC-74, shall act as the executive agent of the Secretary of State tot 1. Formulate national psychological warfare policy, plans, and directives for dissemination to those departments and agencies of the government responsible for the execution of psychological warfare measures. 2. Coordinate national psycl;olog'ical warfare.plans and directives with appropriate plans and directives for: a. All major aspects of national strategy b. Psychological warfare activities of our Allies co Censorship d. Domestic information o. Covert psychological warfare 3. Assess the effectiveness of the worldwide conduct of U.S., Allied, and enemy psychological warfare. 4,,. Perform such other functions and duties relating to psychological warfare as the Secretary of State may from time to time determine. B. In the subsequent stages of war the Boardvconstituted as an independent organization and designated the National Psychological Warfare Board, under the provisions of IUSC-74, should act as the national agency to perform the functions enumerated under subparagraphs 1,2, and 3 above. In addition thereto, it should: 1. Arrange for such centralized services and operations as may be required at the national level. 2. Perform such other functions and duties relating to psychological warfare as the President may from time to time determine. II. F. "U-ve S reta 1. Maintain on a current basis the historical record of the Board, 4. Provide for fiscal, legal, public and congressional relations services. 5. Arrange for budgetary and legislative assistance. 6. Provide for internal security. 7. Coordinate arrangements for transition into the National Psycho- logical Warfare Board. (See footnote) III. Jpch cal Staff A. flans and Directives 1. Formulate national psychological warfare objectives, in support of national policy. 2. Formulate basic principles and doctrine to guide the conduct of psychological warfare by the U.S. 3. Initiate and develop plans for attaining national psychological warfare objectives, to include: a. National psychological warfare tasks and themes. b. National psychological warfare directives for execution by departments and agencies conducting psychological w rfare. c. National psychological warfare guidances for tl:e information of departments and agencies conducting psychological warfare. Coordinate national psychological warfare plans and directives with appropriate plans and directives for (a) all major aspects of na- tional strategy, (b) psychological warfare activities of our Allies, (c) censorship, (d) domestic information, and (e) covert psychological warfare. 5. Make recommendations concerning the psychological warfare impli- cations of national policy during its formulation and on a continuing basis after its approval. 6. Advise and assist the Board in policy matters requiring immediate decision or involving divergent views. Maintain a national psychological warfare policy file. B. o 1. Maintain on a continuing basis the criteria for the selection of psychological warfare personnel and disseminate data developed to departments and agencies conducting psychological wrfare, for their use as appropriate. 2. Establish rosters of appropriately skilled personnel not in government service for the information of departments and agencies con- ducting psyci:ological warfare. 3. Advise departments and agencies conducting psychological warfare in the procurement and training of personnel. 4. Establish policies for the joint training of personnel from departments and agencies conducting psychological warfare.' C. 16 1. Establish the Board's intelligence requirements for psychological warfare. 2. Secure from the Central Intelligence Agency coordinated intel- ligence in accordance with requirements established by the Board. 3. Secure information required to assess the effectiveness of United States, Allied and enemy psychological warfare operations. D. Evan cation 1. Provide for a flow of materials useful in assessing the effective- ness of U.S., Allied and enemy psychological warfare programs, including the preparation of requests for the collection of specific information useful in this task. 2. Receive, collate, analyze and interpret materials relating to programs in selected areas or to target groups within those areas, including the analysis and interpretation of relevant opinions and attitudes abroad. 3. Prepare and disseminate recurring and special studies, summary reports and surveys of the effectiveness of U.S., Allied and enemy psycho- logical warfare programs. 4. Analyze the U.S.-national psychological warfare program to de- termine the degree to cihicl; it meets established objectives and tasks, and make appropriate recommendations thereon to the Board. Advise and assist the Board in matters pertaining to media of communication. 2. Make recommendations to the Board on new and-improved commu- nications equipment adaptable for psychological warfare purposes. 3. Advise the Board on the communications capabilities of departments and agencies conducting psychological warfare. P. lsrai sties 1. Advise and assist the Board in all matters pertaining to the logistic feasibility of proposed Board policies and actions. 2. Advise the Board on logistic capabilities of departments and agencies conducting psychological warfare. 3.
