TASK A To persuade Korean political lead-3rs that wise political and economic measures will great],y assist in the elimination of guerrilla operations. TASK B To persuade the Korean people that the rapid achievement of individual economic well-being and personal security depends upon the early restoration of internal order; and that they can assist in re-establishing order by denying to guerrilla forces all aid and assistance., TASK C To convince Korean guerrilla forces (when the evidence indicates) that external Communist aid has been withdrawn from the Korean Communists.
