OBJECTIVE I
To induce opinionso attitudesq and action among all Koreans
including guerrilla forces which will assist in the restoration and
maintenance of internal order and security in Korea.
TASK A
To persuade Korean political lead-3rs that wise political
and economic measures will great],y assist in the elimination
of guerrilla operations.
TASK B
To persuade the Korean people that the rapid achievement
of individual economic well-being and personal security depends
upon the early restoration of internal order; and that they
can assist in re-establishing order by denying to guerrilla
forces all aid and assistance.,
TASK C
To convince Korean guerrilla forces (when the evidence
indicates) that external Communist aid has been withdrawn from
the Korean Communists.

TASK D
To persuade Korean guerrilla forces that, by opposing ROK
and UN authorities, they are hampering the opportunity of the
Korean people to create a truly independent state, free of all
foreign occupation, intervention, and influence,

To persuade Korean guerrilla forces that continued resistance
to UN forces will lead inevitably and unnecessarily to their
destruction, and that honorable surrender is preferable,

To persuade Korean guerrilla forces that past participation
as a part of the organized North Korean armed forces is not of
itself punishable, but that continued resistance is henceforth
punishable as a crime against the governmental authorities,

and support of, projected UN-sponsored elections when the scope of
the elections is decidedo
