Meeting 25 September 1950
1. Coordination other government agencies
OK to coordinate with OAIR & Army
2. Overt use is not to be precluded
3. State & other governmental positions on engagement of the govt. in this
type of activity.
We are investigating continuously--not in the public interest to disclose
extent and applications.
I. Planning: Priorities
a. Not refer items to the Board at this time, but items will sub-
sequently be referred to Board. At next meeting report will be
given on priorities which have been established.
II. Private PW Efforts. - item deferred until next Monday meeting
a. Gen. McClue - concept of training films in which would be inserted
PW materials in a subtle manner
III. Preparation of State Plan re Responsibility in Event of War
(New item) - ECA labor activity - situation getting verymuch gorse.
French labor activity - ECA by virtue its position to take action in
this context. Development of joint projects. State & ECA, etc. will
need to be highly and carefully coordinated. Urgency does not apply
so directly to Italy now as France. French labor is one of the
critical priorities - way to attack is to throw man into France - Board
wants to place as much emphasis as possible--to treat as a high priority
as possible -- Hulten will appoint one person to follow, and the Board.

IV. First Report (Joe Phillips) - Target date on completion of State Dept.

completion. Board will be given outline indicating timing involved
stages of preparation.
Sec. of State will coordinate overt and covert plans. OFC covert PW
war plans for report to this board.
VI. Rand Reports - Hist. Section. JCS on PW by Dr. Libby. Also report on OSS.
Rand people available to consult with Board. No. Might be possible for
us to contract with Rand for specific studies. Barrett has talked with
Rand.
