The tactical objectives of Immediate psychological action on the
death of Stalin applicable in varying degrees to different target
locations throughout the world, may be genirally summarized as
follows:
a. for the territory of the USSR the satellites, and Chinai
(1) To weaken, divide, and foment conflict within the top
command of the Soviet Government and the International
Communist movement.
(2) To destroy the effectiveness, by compromise and
character assasaination? SS of key persons upon which
the succession Soviet government must depend for execution
