The Balkan satellite regimes, with particular emphasis on developing a aense of disarray, insecurity and fear among the top and middle echelons. b. The Communist Party membership as a. whole, 05ft from the standpoint of its internal insecurities, its attitude toward the leadership, and vis-a-vis the people. c. The captive populations, inr,general and by special groups. Their satisfaction at-the current crisis within the Communist world is apparently reflecting itself in renewed hopes of liberation. d. Communist officials and representatives in Western-held areas (Trieste and Greece), for purposes of splintering the local party and inducing defections. e. The friendly population in Greece and Trieste, to ensure continued _5 vigilance anddintensify mistrust of the USSR and its local instruments. (This target is generally taken care of by the local organs of propaganda and information.) Activities a. Propaganda attack on the above satellite targets. Major emphasis !r- designed to show that the Malenkov purge of Stalinist appointees in the Satellites is underway and will accelerate. The new Soviet leadership" assailed for brutality, assorted crimes, incompetence, ruthless power madness, and abandonment of true socialism. The crisis in the Communist world' Contrasted with the growing strength of the West, especially in the Balkan area, with heavy emphasis on the new Balkan Entente. b. A systematic effort is in progress to undermine the morale of the Trieste Cominform Party and alienate it from its leadership. c. The output of local press and radio in Trieste and Greece is being carefully scrutinized and when deemed advisable or necessary, additional material will be fed into them. 4.
