SUBJECTI Working Draft #6, National Strategy with Respect
to Germany (PSB D.21)
/ have reviewed the subject draft plan and the proposal in
your memorandum of 11 September 1952 for the establishment at
an interim panel to 000rdinste the departmental efforts in support
of the plan. in vise of the long delayed action on the plan
occasioned by the various suggestions as to the remit and compost.
tion of the plan, / agree to reference of the paper to the Board
in its present form, 'with the exception noted be/ow, and to the
setting up of the interim panel.
It is suggested that on page 30, Paragraph D -Zebite
TOPITIQUZU be modified to read somewhat as fellows:
Where appropriate, domestie public, information
agenoies of the member departments and agouties will
be intermed of appropriate features of this plan in
order that' their programs may be developed in a
manner which will not oreate unfavorable impact abroad
respecting objectives of this plan.
In agreeing to reference of the plan to the Board in its
present form I wish to wake the following obeervationec
That a modified presentation of this and future piens would,
I believe - a) more accurately typify the responsibilities of the
Psychological Strategy Board to promulgate strateglAgeidanoe and
the departments and agencies to develop operational Owns in
support thereof, b) differentiate more clearly between actions
which should be considered obligatory upon, and cottons whioh should
be considered suggestive to, the operating departments and agencies,
e) better emphasise the more important features of the strategy,
and d) greatly facilitate the work of all thole* engaged in formulat-
ing and implementing operational plans.
