In agreeing to reference of the plan to the Board in its present form I wish to wake the following obeervationec That a modified presentation of this and future piens would, I believe - a) more accurately typify the responsibilities of the Psychological Strategy Board to promulgate strateglAgeidanoe and the departments and agencies to develop operational Owns in support thereof, b) differentiate more clearly between actions which should be considered obligatory upon, and cottons whioh should be considered suggestive to, the operating departments and agencies, e) better emphasise the more important features of the strategy, and d) greatly facilitate the work of all thole* engaged in formulat- ing and implementing operational plans. ccs Mr. H.
