NSC 48/3 c. NSC 48/5 d. DADPC's undated memorandum to all Staff and Division Chiefs on "Reference of Draft OPC Planning Directive" J ra reference a.). I 1. Your 1 June draft of a policy section for the OPC Strategic Plan is based on NSC 48/3 of 26 April 1951 entitled "NSC Staff Study on United States Objectives, Policies and Courses of Action in Asia" and on certain guidance decisions from State and Defense. Since the preparation of the above-mentioned draft (reference a.), NSC 48/5 "Statement of Policy on Asia" dated 17 May 1951 has been received. NSC 48/5 is an excellent summation of both long-range and current objectives. One of its most pertinent sections is the initial state- ment of "General Considerations" which condition U.S. policy moves. It is my recommendation that NSC 48/5 in its entirety be substituted for reference a. as the policy section for the OPC Strategic Plan. It is noted that paragraphs 12 and 13, page 10, refer to NSC 84/2 and 98/1 which remain in effect. Short summaries of these NSC's should be inserted to fill out the paragraphs. 2. As stated in DADPC's memorandum (reference d.), the OPC Strategic Plan will be "a compact, broad statement of assumptions and objectives" or basic decisions which have been established as a guide and foundation for further development. The OPC Strategic Plan, of course, will be an interpretation of what GPC can and should do to serve national policy - current as well as long range. It therefore seems clear to me that interpretations of policy and authorizations for special programs should not appear in the basic policy paper, but rather should be included in the planning and programming papers which will be prepared next.
