MEMORANDUM FOR: SPECIAL ASSISTANT FOR PLANS AND PROGRAMS
SUBJECT: Comment on Reference Paper and Attachments
REFERENCE: Your memorandum of 30 September 1952, subject,
Review of National Policies and Their Adequacy
to Support the Clandestine Effort, TS #82885
1. I am not in a position to comment in detail on the reference
paper. From my superficial perspective it appears to be an excellent
start on a. vitally needed exercise.
2. One broader aspect, however, strikes me as worthy of comment.
In my consideration in the matter of planning systems and program
management on 10/2 operations, it is apparent that the mechanics of
CIA program administration would be greatly aided by a sharper and re-
vised framing of our primary strategic objectives. The need is for
a list of objectives which break down into characteristically different
patterns of implementing tactical action. My own preliminary analysis
of the tactical patterns of 10/2 operational activities indicates the
following statement of cold war objectives as the best foundation to
meet this management need:
a. To force the retraction and reduction of Soviet
pressure outside the orbit of its present political-
military control.
be To impair Soviet capability to wage hot war.
c. To prepare the U. S. machinery for immediate
and effective undertaking of covert operations in the
event of hot war.
d. To recapture the satellite periphery from Soviet
political control.
e. To confi_nO Soviet Russia to its own boundaries
and render it internationally harmless.

f. To assure continuing anti-Soviet orientation of
territory from which the Soviets withdraw or are expelled.
3. These objectives so stated do not differ in substance from
what is already said in other forms in top level policy papers.
However, top policy confirmation of these objectives in these terms
would greatly aid the implementing organization to pose subordinate
issues for adoption or rejection, to set up programs for execution
of approved. action, and. to assign responsibility for such execution.
