Approved For Release 2( m .X-RDP80-01 Q65A000100020016-8 ffY NFURMA1100 MEMORANDUM FOR: SPECIAL ASSISTANT FOR PLANS AND PROGRAMS/Pp SUBJECT: Review of National Policies and Their Adequacy to Support the Clandestine Effort 1. The subject report has been reviewed and the Paramilitary Operations Staff concur with the report that there are many inadequacies in existing policy directives pertaining to CIA clandestine planning and covert operations. 2. From a paramilitary operations standpoint it is recommended that the following matters on which policy decisions and clarification are needed be considered for inclusion in the basic document: a. NSC Policies (1) A revision of NSC 10/2 paragraph 4 to spell out the command relationships of covert assets generated by CIA in concert with Allied Nations during peacetime for military wartime use. Many of these assets are basically allied assets developed through Tripartite and Multilateral agreements. No mention is made in the existing NSC 10/2 paragraph 4 as to who shall command and how these covert assets will be con- trolled in wartime. (2) There is need for a reevaluation of that portion of NSC 10/2 pertaining to "US participation must not be in- dicated" which in some cases is unrealistic and detracts from a forceful positive approach. 251 enter-Agency Policies (2) Need Policy for Approved For Release 2000/ P80-01'1001 ftft- 83725 V koe"s Approved For Release EtIA-RDP80-0106 ,QO00100020016-8 (2) Need Policy for the coordination of target selection and priorities determination by CIA and the Military, and the establishment of a target designation authority for assigning targets requiring use of covert assets.. 25X1 C (3) Desire statement of o cy concerning clandestine planning for the South cC Southeast Asia areas to include CIA relationship with o indicate whether planning and operations should be on unilateral, bilateral, tripartite or multilateral basis, c.
