2. There is need for the establishment of a standard operat-
ing procedure through which State and CIA can more effectively plan
for covert counter-action against large-scale Communist front inter-
national meetings and conferences. There is no clear focal point
of responsibility for such planning at present, and as a result,
covert action has been consistently inadequate.
