LIAISON Accompanied 25X1
Chief SALT Support Staff,1 __1 CSS/NFAC, and Frederick 25X1
Hitz, Legislative Counsel, to a meeting with Senate Select
Committee on Intelligence staff members Bill Miller, Staff
Director, Ted Ralston Steve Flanagan and Dan Childs regarding
SALT verification. I discussed all Soviet systems to be 25X1
covered under a SALT II treaty and gave an evaluation of our
ability to monitor important aspects of each. Another meeting
on SALT scheduled for NPIC earlier in the day was cancelled
because of a Bill Miller schedule conflict.
2. LIAISON Checked with Mike Gelacak,25x1
Senate Select committee on in who said Senator Joseph
Biden (D., Del.) would not be traveling abroad prior to the
beginning of the next Congress.
3. Met with Earl Eisenhower, Senate
Select Committee on intelligence staff, who gave me a copy
of a newspaper article about the discovery of classified
documents in a print shop in Leesburg, Virginia. Eisenhower
asked if the Agency had any involvement whatsoever in the
case and whether the company, Bench Mark II, Inc., had any
contact with the Agency. Eisenhower also showed me a list of
names and organizations gleaned from Church Committee interviews
of Dr. Harold Abramson, the New York psychiatrist to whom the
Agency took in the 1950s after he was given LSD.
Eisenhower indicated-he would check with Dr. Abramson to see
if he had any objection to our providing these names to the
Agency. On this same matter, I asked Eisenhower whether the
Committee had a copy of the diary of George White, a former
Bureau of Narcotics employee in San Francisco, who was
involved in the MKULTRA program. Eisenhower will check.
Eisenhower agreed to speak to a Mid-Career Course on 4 December.
4. LIAISON Met with Bill Miller, 25X1
Staff Director, Senate Select Committee on Intelligence, and
discussed the upcoming Committee inquiry on analytical reporting
on certain non-hard target countries. (See Memorandum for the
Record.)
Regarding the planned trip of Senator Daniel Inouye
(D., Hawaii) to the Middle East in December, Miller told me he
thought it was unlikely that Inouye would actually go but if
he did, Miller would accompany him. Miller agreed to speak
to the EUR Division Chiefs of Station Conference at Headquarters
on 27 November if Chairman Birch Bayh (D., Ind.) is unable to
make it.
