11. (Unclassified - RJW) LEGISLATION Called John Kaul
in the FBI's Congressional Affairs office. I asked Mr. Kaul if
the figure he had given us concerning the annual amount of "confiden-
tial funds" expended by the FBI is a classified figure? I explained
that I had included the figure in a Memorandum for the Record regarding
a recent conversation with Larry Hammond, Deputy Assistant Attorney
General, Department of Justice with regard to H.R. 12171, the "Federal
Accounting and Auditing Act of 1978." Mr. Kaul said that the $70,000
figure is a matter of public record and therefore not classified.
