ITHIRD AGENCY Called Ron Heller, iiice 01 Tanvu Aiiairs, FBI, to discuss procedures for implementing the understanding on the third agency rule reached at the 3 August Senate-House conference on the State Department authorization bill. I confirmed with Heller that the agreement on procedures that had been reached between the Department of State and the Agency earlier in the day was the same as the one previously worked out between State and, the Bureau. Heller and I agreed that the same procedures would be used for FBI-CIA dealings on requests for documents by the Senate Foreign Relations Subcommittee on International Operations. 14. ]THIRD AGENCY Called Nelson Ledsky, Ittice of Legislative airs, Department of State. I asked Ledsky whether he knew who at the Department was going to attend the meeting scheduled for Thursday, 17 August, in House Judiciary Subcommittee on Immigration, Citizenship and International Law Chairman Joshua Eilberg's (D., Pa.) office on access to documents on alleged Nazi war criminals. Ledsky later called back to tell me that he had found out that Assistant Secretary of State for Consular Affairs Barbara Watson would be attending the meeting. 15. IEFING Accompanied. Pat Taylor, NFAC/CSS, to the periodic briefing of House Minority keader John Rhodes (R., Ariz.). Mr. Rhodes explained to me that AT&T representatives had told him they do not want and do not need the electronic surveillance bill. This was after Ihad indicated my contrary understanding of testimony I had heard from the AT&T General Counsel.
