1. (Unclassified - NDL) LIAISON Per his request, I sent
the Agency publication entitled "World Steel. Market Continued
Trouble Ahead" to Frank Godfrey, in the Office of the Speaker
of the House of Representatives.
2. (Unclassified - RJK) LIAISON Called the Senate
Select Committee on Intelligence to inquire about the status 25X1
of the report. In the absence of Bill Miller, Committee
Staff Director, and his secretary, the receptionist who answered
the telephone advised that a final copy would be dispatched to
Admiral Turner by courier this afternoon.
3. (Unclassified - RJK) LIAISON Talked to Scott Cohen,
of Senator Charles H. Percy's (R., Ill.) staff, and outlined for
him an appropriate response for a constituent inquiring about
the case ofo r 25X1
4. (Unclassified - MAO) LIAISON Sent to Dr. Everett
Ehrlich, Congressional Budget Office staff, a copy of the Agency
publication entitled "Prospects for Soviet Oil Production," per
his request.
5. (Unclassified - RJK) LIAISON Rudy Rousseau, Senate
Foreign Relations Committee staff, visit for a
current intelligence brief NFAC/ORPA25X1
presented the briefing and NFAC/CSS, assisted. 5X1
Dick McCall, also of the C 1 ee s a , was scheduled to come
but had to cancel at the last minute.
6. (Unclassified - MG) CONSTITUENT Received a call from
Sally Rogers, in the office of Senator Strom Thurmond (R., S. Car.),
who requested a copy of "USSR: Development of the Gas Industry."
I told her the document could be obtained through the DOCEX Project
at the Library of Congress.
7. (Unclassified - ELS) LIAISON Received a call from Tom
Crowley, Senate Select Committee on Intelligence staff, who said a
former Agency employee had contacted the Committee with regard to a
1976 EEO complaint. I suggested that he forward the matter to us

8. (Unclassified - ELS) LIAISON Called Mildred Ward,
in the office of Senator John C. Stennis (D., Miss.), and asked
if she could help in getting the Intelligence Community Staff
reprogramming letter signed today. She said she would try.
9. (Unclassified - RLB) LEGISLATION Discussed with
Michael O'Neil, Chief Counsel, House Permanent Select Committee
on Intelligence, draft proposed amendments to H.R. 12171, the
"Federal Auditing and Accounting Act of 1978." (See Memorandum
for the Record.)
10. reclassified - MDC) LIAISON Received a call from
Chief of the DDO International Terrorist Group,
who relayed to me a message he had received from Senate Select
Committee on Intelligence staffer Abe Shulsky, Senator
Patrick Moynihan's (D., N.Y.) designee. Mr. Shulsky requested
a copy of the report written on 21 July 1978 by the Critical
Collection Problems Committee, Subc mmittan International
Terrorism, which is chaired by CIA. said he had no
problem with releasing this report to r, chulsky., (I
turned the matter over to OLC Liaison staff.)
11. (Unclassified - ABS) LIAISON Ted. , Ass
Deputy to the DCI for Collection Tasking, C/NE25x5X1
and of our office, met wit l:iff Fowler, 25X1
GAO, to discuss t e Agency's recommendations for changes in the
draft GAO report on NUMEC. (See Memorandum for the Record.)
12. (Unclassified - ABS) LIAISON Mary Frances Lowe, on
the staff of the Senate Committee on Human Resources. in
reference to a MKULTRA matter concerning a 25X1
Ms. Lowe, who was assisting Senator Richard S. Schweiker (R., Pa.)
in reference to the Subcommittee on Health nnd tific Research
probe on MKULTRA, wanted to ascertain if was ever used 25X1
wittingly or unwittingly by this Agency in reference t:o MKULTRA
research at the National Institute of Health. After checking
with OTS and OGC, I advised Ms. Lowe that we had no records that
would substantiate this fact, however, I did caution her that
the record and indices on MKULTRA are obviously limited and not
complete.
13. (Internal Use Only - GMC) LIAISON Called Stuart L.
Tomlinson, Assistant Director of the General Accounting Office's
International Division, to discuss several points contained in
the GAO's draft report on export licensing administration which
the Agency has been asked to comment upon.
