from Dan ra counsel, NSA, who asked whether there had
been any developments subsequent to the inter-agency meeting
held on 25 August to discuss requests for information made
by the Senate Foreign Relations Subcommittee on International

Theodore Heavner, Bureau of Intelligence and Research,
Department of State, that in accordance with the plan of
action worked out at the meeting, State had asked Committee
Legal Counsel Michael Glennon to formulate his latest oral
request in writing. This written request had not yet been
received, however. Silver asked whether there had been any
movement toward involving the SSCI in this matter. I told
Silver that there was none to my knowledge, and noted that
the plan of action agreed to at the inter-agency meeting
envisaged such a move only after the State Department. referred
certain of the Subcommittee's questions to the DCI and after
there was further consultation among the interested agencies.
