request, forwarded to sue Huck, in the office of Representative
Lawr,ence McDonald,(D., Ga.), a short unclassified item concerning
Jose Francisco Pena Gomez, of the Dominican Republic.

from Barbara Camp, on the staff of the Senate Budget Committee,
asking for Lew Lapham's telephone number. I told her that
Mr. Lapham has retired; she said that Robert S. Boyd, Minority
Staff Director, has his home telephone number, and he would
try Mr. Lapham at home.

4.1 LIAISON Called Mike GlennqrgA1
Legal Counsel, Senate Foreign Relations Subcommittee on
International Operations, to set up a visit by him to Headquarters
for Thursday, 3 August at 2:00 p.m. to receive a briefing from
DDO/LA Division on cooperation among several South American
security services. This is in response to one of Glennon's
requests related to the Subcommittee's investigation of
foreign intelligence activities in the U.S.

Marshal , on e s a of the Morgan-Schmitt Senate Select
Committee on Ethics Subcommittee, who said that he had as_ensitive
matter he wished to discuss concerning the Subcommittee's investiga-
tion of the leak. I told Marshall that I would be
on the Hill on Thursday, 3 August and would stop by to see hi xi
then.

6. LIAISON Met with Joseph
Stewart, in the office of the Senate Majority Leader, and
discussed the Director's letter to the President of the Senate
initiating the program for the handling of compartmented clearances
in the Legislative Branch. Mr. Stewart said the Senate Whips may
wonder why their staffs were not included for compartmented
clearances. He personally saw no need for such access. I told
him that this was very carefully considered and it was determined
that the clearances should not go to staff below the Senate and
House Majority Leaders. He again expressed support for the
Director's efforts but said that the Majority Leader would not
want to get out in front on this issue.
7. LIAISON I met with
John Swanner, Staff Director, House Committee on Standards
of Official Conduct, and discussed the status of the Committee's
response to the Director's letter requesting return of the notes
of the staff's review of CIA documents in reaction to the leak
of sensitive information. Swanner said that Deanne Seimer,
General Counsel, DOD, had called Chairman John J. Flynt (D., Ga.)
and confirmed the sensitivities of the NSA information made
available for staff review. Swanner doubted that the Committee
would force Leon Jaworski, Sepcial Counsel, of the House Committee
on Standards of Official Conduct, to return the notes. Swanner
said that we are at an impasse and the only thing he could suggest
is that the Agency should consider turning the whole matter over
to the FBI for investigation.
8. LIAISON Stopped by the
office of Kirk O'Donnell, office of the House Majority Leader,
in response to his call to discuss the issuance of compartmented
clearances to the Congress, and made arrangements to meet with him
Monday afternoon 31 July.
9. LIAISON Met with Tom Latimer, Staff
Director, House Permanent Select Committee on Intelligence, and
gave him a copy of the Director's letters to House Speaker Thomas P.
O'Neill and the Vice President initiating the program of issuing
compartmented clearances to the Legislative Branch and a copy of
the approved guidelines. Latimer said that Chairman Edward P.
Boland (D., Mass.) strongly supports limiting sensitive clearances
to the permanent staffs of committees. He is constantly under
pressure by the Members forcing their personal staff onto Committee
matters. Latimer said he would be willing to assist if needed
when we contact the Chairmen of the other Committees.

10. LIAISON Ginger Welsh, Personal
Secretary to Representative John M. Ashbrook (R., Ohio), called
and we set a date for 2:30 Tuesday, 1 August for Mr. Hitz to
meet with Mr. Ashbrook. Ms. Welsh said Mr. Ashbrook would be
on the House floor and Mr. Hitz should call him off.
11. LIAISON Received a call from 25X1
Phyliss Bacon, s a of the Senate Armed Services Committee,
who wanted some information on the 3 May 1976 briefing by
Director George Bush. I gave her the information she requested.
12. LIAISON Called/
PA, and advised him that a r. Brus s , who is a newsman, called 25X1
Fred Hitz today and asked how he could go about obtainin access
to OSS files on Auschwitz.
13. LIAISON Lex Schnee, Department
of State, called on the role of the ambassador legislation.
Mr. Schnee said he made a commitment to Fred Hitz that he would
visit Norvill Jones, Chief of Staff, Senate Foreign Relations
Committee. Marc Ginsberg, Special Assistant to Deputy Under
Secretary for Management, Department of State, told Mr. Schnee
that he, Marc, would take care of Jones. I told Schnee that
we appreciated his letting us know.
14. LIAISON Met with Tom Latimer,
Staff Director, House Permanent Select Committee on Intelligence,
regarding Representative Romano L. Mazzoli's (D., Ky.) interest
in information relating to the

1. LIAISON Received a call from
Mark Gitenstein, Senate u iciary Committee staff,, formerly of the
Senate Select Committee=on Intelligence staff. Gitenstein said a
friend of his, had recently been rejected for
employment with the Agency. itenstein saidl _j was very
interested in employment here and would like to know if
anything such as further education or language training would
improve his chances. I told Gitenstein I did not know what
it-
I could say on the case but I would look into
I asked Gitenstein if he would meet with , OLC,
to discuss the amendment before the Senate Judiciary Committee
to the Federal Tort Claims Act. After some inconclus
discussion, I told Gitenstein I thought I should have
call him directly.

Elaine George, in the office of Senator Paul Sarbanes (D., Md.).
George said that Clifford Hackett, on the Senator's staff,
had just received a copy of an unclassified Agency publication
entitled "Economic Indicators Weekly Review" and wanted to be
put on regular distribution for the publication. I explained
the Director's new policy of providing unclassified studies
to Senators routinely and that the Senator's office would
regularly get all these publications through the Senate Select
Committee on Intelligence. George said she would pass this
along.
