1. LIAISON Received a call from Dawn,
House Select ommi ee on Assassinations staff, who asked that we arrange
for a courier to go b 3381 House Annex #2 and pick up an unclassified
letter addressed to of this office, has
been notified.
2. I I LIAISON Returned a call from
Dr. Michael Pillsbury, of the Senate Budget Committee staff. I informed
Dr. Pillsbury that by the end of the week we, the CIA, should hopefully
have a response to his request for compartmented clearances. He was
in good spirits and made a number of jokes. Dr. Pillsbury then asked why
requests for compartmented clearances had to go through the CIA at all.
I explained to him, as I andi had pointed out in the past, the
DCI policy involving focalization of compartmented clearances within
the CIA. In response to his query, I informed him that it would be
easier if future requests came divectly to the CIA with an explanation
within as to why the particular clearance was being requested (i. e. , need
to know).
3. LIAISON Called Dick White, Admini-
strative Assistant to Representative Dale Milford (D. , Texas), and told
him that we had searched all material available and had been unable to
come up with any indication of the location of the World War II aircraft
he had asked about. I suggested he contact DIA, which might have
additional material that could be searched. He thanked us for our effort.
4. LIAISON Received a call from Arthur
House, in the office of Senator Abraham A. Ribicoff (D., Conn.), who
said the Senator would be giving a speech this afternoon and wondered if
it would be possible for us to furnish him with a map of the general Near
East area, particularly, Saudi Arabia and its neighbors by 3:00 p. m.
After checking with CSS/NFAC, who said they would have their couriers
drop the map off since they were going to the Hill anyway, I called Mr.
House back and told him a map would be in his office by 3:00 p. m. He
was most appreciative. ,-

5. LIAISON Called Sherry Towell, Chief
Clerk, Se aSelec ee on Ethics, to thank her for providing
us with a list of Committee staffers which specifies affiliation with
the full Committee, the Korean inquiry, or the Morgan-Schmitt Senate
Select Committee on Ethics Subcommittee.
6.1 LIAISON Spoke to Don Sanders,
Special Counse , Morgan-Schmitt Senate Select Committee on Ethics
Subcommittee, concerning the Subcommittee's Nondisclosure Agreement.
I agreed with Sanders that certain changes in the Agreement were
'warranted.
7. FBIS Called Peggy Wheeler, in the office
of Representative George E. Brown (D. , Calif. ). I told her that we were
attempting to update and consolidate our list of FBIS users. I asked if
there would be any problem in sending all the Daily Reports going to the
Congressman's office to one person, instead of the present three, and
she said that would be fine. She asked if we could send them to her attention.
8. FBIS Called Ellen Williams, in the office
of Representative John Burton D. , Calif. ). I told her that we were
updating and consolidating our list of FBIS users. She informed me that
the two people to whom we send Daily Reports to in her office were no
longer there and asked to have them sent to her.
9.1 1 LIAISON I called Jim Bush, House
Permanent Select Committee on Intelligence staff, to discuss the letter
from Chairman Edward P. Boland (D., Mass.) regarding a study of
HUMINT. I suggested to Bush that the request for all studies, reports,
Office of the Secretary of Defense audits, etc. , by 15 May might be difficult
to meet and produce unnecessary work. I asked him to consider reviewing
an inventory of such materials before asking that they be furnished. He
agreed to do so, asking that we pull together such an inventory as quickly
as possible. I said we would try. I then calle DIA, and
alerted him to the letter. He had not seen it, but said he -would try to find
it. I also mentioned this matter t D/DCI/RM, who is
interested in coordinating the Intelligence ommunity response to this
request.

.I tol D/DCI/RM, that Michael Pillsbury, Senate Budget
Committee staff, had indicated a desire to discuss intelligence budget
matters, even if his special clearances did not come through by Tuesday,
2 May. John said he would call Bill Miller, Staff Director, Senate Select
Committee on Intelligence, and see if we could not turn Pillsbury toward
that Committee for any information he needs.
11. I I INTELLIGENCE COMMUNITY STAFF
D/DCI/RM, announced that OMB has sent the Community
1979 u get amendment and 1978 reprogramming to the Congress. The
IC Staff will now send up supporting details.

14.1 LIAISON Received a call from David Bushong, 1
Senate Select Committee on in e igence staff, who said Senator Jake Garn
(R. , Utah) had asked whether there was any intelligence reporting regarding
Panamanian General Omar Torrijos' claim that he would have destroyed
the Panama Canal if the second Panama Treaty had not been ratified by
the Senate. Bushong said he would like to see the reports if there are any
and wants to know what dissemination they were given.

15. I ILIAISON Talked several times with
Martha MacDonald, Senate Select Committee on Intelligence staff, and
made arrangements for the Director to meet alone with Senator Birch Bayh
(D., Ind.), Committee Chairman, on 4 May at 4:30 p. m. and changed the
scheduled day for this week's substantive intelligence briefing from 2 May
to 5 May.
16. LIAISON Received a call from Bill Miller, 25X1
Staff Director, Senate Select Committee on Intelligence, who said the
Committee had been requested to look at intelligence reporting on the
recent situation in Afghanistan including the Communist coup. He asked
that this topic be addressed at the substantive intelligence briefing
scheduled for 5 May and also indicated there would be a quality of intelligence
study on this subject.
17. I I LIAISON Received a call from Len Weiss,
Staff Director, Subcommittee on Energy, Nuclear Proliferation and
Federal Services, Senate Committee on Governmental'Affairs. Weiss
cited the President's recent decision to sell nuclear material to India,
reversing the Nuclear Regulatory Commission decision on this point.
Weiss indicated Congress had authority to overturn the decision and his
Subcommittee would like a briefing on India's nuclear capability, especially
its nuclear weapons capability. Weiss indicated the Subcommittee Chairman,
Senator John Glenn (D., Ohio) might be a recipient of the briefing.
19. I I LIAISON Sent a copy of a statement
regarding CIA tours to Helen Hadacek, in the office of Representative Mary
Rose Oakar (D., Ohio), per her request.
