3. (Unclassified - ME) FOIA/LIAISONI
called to advise that he had received a telephone inquiry today from
Mr. Stuart Applebaum, in the office of Representative Robert
Kastenmeier (D. , Wisc. ), concerning the FOIA request submitted
by the Mana ing Editor of the Daily Cardinal (University of Wisconsin),
25x1 lexplained to Mr. Applebaum the reasons for the delay in
respon ing, e. g. , delay in surfacing old documents, the lack of
specificity in this particular request, the number of components
to be checked out. Mr. Applebaum said he well understood the large

4. (Unclassified - PLC) LIAISON Received a call from Jim Girard,
Administrative Assistant to Senator Russell Long (D., La. ), who asked if
anyone in CIA has any knowledge as to how the technical language used by the U. S.
Government in informing the public on foreign governments is developed.
He expressed concern that the U.S. Government describes the military
presence of the Cubans and Soviets in Somalia as an "adventure." He claims
that this does not convey the ominous aspects of the Soviet. and Cuban presence.
He said he could provide other instances where descriptive words are used
involving the Communist Governments which he feels covers up the true
facts. I told him that I doubted we had any input into such releases, however
I would check to determine if there is anyone who can shed any light on the
matter.
5. (Unclassified - PLC) LIAISON Michael Goldsmith, staff of the
House Select Committee on Assassinations, called and requested that a meeting
of Professor G. Robert Blakey, Chief Counsel and Director, Gary Cornwell,
Counsel, and Goldsmith be called on Monday afternoon at 4:00 p. m. at
Headquarters with Agency representatives to discuss the current status and
manner of handling the CIA phase of the Committee' s investigation. Appropriate
offices were advised.
6. (Unclassified - PLC) LIAISON Al Tarabochia, Senate Judiciary
Committee staff, called and asked that he meet with an Agency representative
Monday morning on the following matter at the request of Senator Richard
Stone (D., Fla.). Senator Stone had a meeting with a group of Cuban
exiles at which Tarabochia was present. Tarabochia was very cryptic and
could not give any details over the telephone except to say that the exiles
made some sort of a proposal to Senator Stone. The Agency is in no way
involved. Senator Stone asked that Tarabochia arrange the meeting to let
us know what it is all about. I told him that I would have someone meet with 25x1
him Monday morning.
7. (Confidential - GMC) LIAISON Along wit
met with John Marshall and Julian Englestad, Morgan-Schmitt Senate
Select Committee on Ethics Subcommittee staff. The staffers reviewed Agency
material related to an unauthorized disclosure of intelligence information
which occurred last year. They expressed surprise that there were so few
press inquiries made to the Agency during the time period in question. I said
that I would re-check with our Public Affairs office to make sure that it had
understood the Subcommittee's question on this point. The staffers said that
the information provided was helpful in their investigation.
Later in the day, I called Julian Englestad, to tell him that a check with
our Public Affairs office revealed additional records of press inquiries. We
agreed to make arrangements fox x this material at a later date.

26. (Unclassified - DFM) LIAISON Received a call from Bill Miller,
Staff Director, Senate Select Committee on Intelligence, who asked if he
could visit the Agency's map library. Miller said that Members of the
Committee often have questions which could be answered by the staff if
they had a nice collection of maps. Miller would like to have a number of
Agency maps for the Committee's use. I also informed Miller that the Director's
testimony before the Committee on 6 December 1977 on the Frank Snepp
case was within the scope of a subpoena issued by the court on behalf of
the Snepp defense. I asked him to review this material and let us know if
the Committee had objections to our passing it under the terms of the subpoena.
27. (Confidential - DFM) BRIEFING Attended a substantive
intelligence briefing given by NFAC representatives to Members and staff
of the Senate Select Committee on Intelligence. The subjects covered
included Afghanistan, the South Korean civilian aircraft forced down in
the Soviet Union, the Middle East arms balance and miscellaneous current
intelligence subjects. (See Memorandum for the Record. )
28. (Unclassified - DFM) LIAISON Tom Crowley and Lot Cooke,
Senate Select Committee on Intelligence staff members, were at Headquarters
all day and received CIA orientation briefings from representatives of the
Office of the Comptroller, DDS&T, DDO, NFAC and DDA. Catherine Essoyan,
also of the Committee staff, was scheduled to attend but was unable to at the
last minute.
