Lynn Harvey, in the office of Representative Robert K. Dornan (R. , Calif. ), to respond to the Congressman's letter to the Director about alleged Soviet activities in Cuba. I explained to her that the news article in the London Daily Telegraph by Robert Moss was innaccurate andthat there is no evidence to indicate that the Soviets are constructing submaring pens in Ceinfuegos Harbor or that they are secretly smuggling strategic offensive weapons into Cuba. I told her that we would be happy to brief the Congressman on this but that these were the essential facts. She said she would check with him and call us if a briefing was necessary.
