LIAISON Received a call from Hugh Wolfe, 25X1 of the Congressional Me-search Service, Library of Congress, wishing to check the accuracy of a statement made by Mr. Frank Carlucci, DDCI, in a recent speech. Mr. Carlucci had stated that under Section 662 of the Foreign Assistance Act the President was required to report intelligence activities to six committees of Congress. Mr. Wolfe thought it was eight. After checking wit OLC, I called Mr. Wolfe and told 25X1 him that Mr. Carlucci's statement was accurate. I explained that Section 662 stated that the President must report to the appropriate committees of Congress meaning the Senate Foreign Relations, House International Relations, House Appropriations, Senate Appropriations, Senate Armed Services and House Armed Services Committees, but since the creation of the Senate Select Committee on Intelligence and House Permanent Select Committee on Intelligence it was no longer necessary to report to the Senate Armed Services and House Armed Services Committees, unless it was appropriate. Wolfe thanked me for this information. 22. LIAISON Mike Flannigan, House Permanent Select Committee on Intelligence staff, called with a request for four of the seven "FBI" boxes from the Pike Committee holdings. He wishes to review the contents of each and catalogue them in addition to locating a document that one of the Committee staffer wants. I have passed on the requirement to OLC Registry. 25X1 23. L LIAISON Loch Johnson, House Permanent Select Committee on Intelligence staff, called to request that his appointment with Ev Hineman, OWI, be shifted from 1500 hours on 31 May to 1500 hours on 1 June.
