10. BRIEFING Senate Foreign
Relations Committee staffers Karen Lissakers and Jim Thessien visited
Headquarters for a briefing by OER on the Ghawar oil field
in Saudi Arabia. Oreporte that e staffers had done their homework
on Saudi Arabia oil production and that his briefing was understood and
well received.
11. I I BRIEFING Steve Emerson and
Ralph Nuerbenburger, staffers on the Senate Foreign Relations Committee,
visited Headquarters for a briefing on economic conditions in Uganda.
NFAC/CSS and representatives from OER and ORPA provided
t e in ormation. Some points the staffers presented had details on
operational activities .

OLC, to a meeting with Senate Select Committee on Intelligence 25X1
staff members to present the A enc 's information contradicting the findings
of a recent Committee reporl Representing the Committee were 25X1
Bill Miller, Staff Director, Earl Eisen ower, Tom Moore, David Bushong,
Ed Levine, Ted Ralston, and Spencer Davis. The meeting lasted
approximately 3 hours during which time we covered one of eight points
of contention. As a result, we agreed to submit informal papers in writing
to the Committee staff stating our arguments on each point. In addition,
we left certain materials with the Committee.
13. LIAISON Talked with Spencer Davis,
Senate Select Committee on Intelligence staff, who informed me he had
been called by two newsmen asking whether the Director would be
appearing before the Committee today. He denied this to the reporters
but suggested to me that these newsmen had found out about the staff
meeting to discuss the

Delivered to Bill Miller, Sat Director, Senate Select Committee on
Intelligence, a letter from the Director to Senator Birch Bayh (D. , Ind. ),
Committee Chairman, regarding the Committee study "The Quality and
Utility of U. S. Intelligence Concerning China; " a letter from the Director
to Senator Robert Morgan (D., N. Car.) regarding Agency views on
the Subcommittee on Special Investigations, Senate Select Committee on
Intelligence, recommendations in the draft report oni and
personal notes from a briefing on counterintelligence for Jean Evans, of
the Committee staff.
