Nellis will advise Chairman Lester Wolff (D., N.Y.). 25X1 6 ? IAISON Bill Miller, Staff Director, Senate Select Committee on Intelligence, advised that Senator Harrison Schmitt (R., N. Mex.), on a referral from Sena o Lowell Weicker (R., Conn.), wanted to review the sensitive material which was delivered for Senator Weicker's reading on Friday, 17 March. I said I was sure we would have no problem with this request but we would want staff access to be under the same terms and conditions that applied to Senator Weicker. After discussing this with Mr. Carlucci, I advised 25X1 Miller that this was our decision and in response to my request said he would close the loop with Senator Stevenson. 7? I I LIAISON Spoke with Bill Cable, White House Congressional Liaison staff, concerning congressional investi ti ga ons. 8. LIAISON Met with Representative Morgan Murphy (D., Ill.) and we discussed his ideas concerning charter legislation. 9? LIAISON Called Bill Miller, Staff Director, 25X1 Senate Select Committee on Intelligence, to see if he had any objection to our sending to Representative Les Aspin (D., Wis.), House Permanent Select Committee on Intelligence, the study sent to the Senate Select Committe in October 1977 o Miller said by all means do send it it but to omit refe a Senate e ect Committee. I later arranged with Miller to meet with Agency and Department of Justice representatives at 10:30 a. m. on 22 March regarding a Justice Department position against providing a Congressional document to an FOIA requester. ++ V ?. W- 1J V QUID Senate Select Committee on Intelligence staff, who said Pat Norton, also of the Committee staff, was considering the possibility of open counter- intelligence hearings in May related to Committee charter questions. Evans asked our opinion of whether the following questions could be dealt with in open session: the scope and nature of the threat of foreign intelligence and security services, the kinds of activities needed in response to the threat and the extent to which these activities impact on rights of Americans provisions in the Committee proposals. Evans said he was also looking for recommendations on whether there should be an Agency or FBI spokesman or both. v v y y11 Richard Haas, an American who is working with the International Institute for Strategic Studies in London. Haas is preparing a study for the Institute on the increased Congressional role in foreign policy and national defense questions and its meaning for U. S. allies. One part of his study will be a section on intelligence and Haas asked me several questions about Congressional over si ht of ' telligence. He had previously talked with both of CSS/NFAC, on providing substantive information to Congress. Everything I told Haas was unclassified. call from Curtis Chen, in the office of Representative Berkley Bedell (D. , Iowa), who requested he be sent a professional application for employment. LIAISON Pauline Baker, Senate Foreign Relations Committee staff, called to ask when she could expect to receive the written response to the questions that had not been covered at the 10 February 1978 Senate Foreign Relations Committee closed hearing on foreign military presence in Africa. I told her that NFAC/25X1 CSS, was attempting to come to grips with this problem, but that, as had told her previously, the analysts are really overloaded and have not been able to address themselves to the large list of questions that she sent us. She then went on to suggest that there is Senatorial pressure for a response and that she has been successful so far in resisting pressure to send a letter to the DCI. She then said that she had not yet received copies of the charts (boards) that were used during the hearing. I apologized and said that I had not recalled that a request for these charts had been made and that if such a request was made I should have followed up on it. I told her that I would look into getting copies over to her as quickly as possible and have passed_ the request on tol . 25X1 30. BRIEFING Called Pat Long, House 25X1 Permanent Select Committee on Intelligence staff, to confirm the 21 March pre-trip briefing for Representative Bob Wilson (R. , Calif.) by 25X1 SE Division, /EUR Division, and Cameron LeClair, DC/EUR Division, at ours, Room H 407, The Capitol. LEGISLATION Spoke with Pat Norton, 25X1 on the staff o ? the Senate Select Committee on Intelligence, who said that, in the context of the schedule for testimony on the intelligence charter legislation, the Committee was considering inviting an Administration witness to testify in the earlier stages of the hearings before receiving testimony from public non-Government witnesses relating to individual rights and counterintelligence. I told Mr. Norton that, in my view, it probably would be more appropriate to schedule Administration witnesses, particularly the DCI, after the initial round of public testimony on the charter legislation, as previously contemplated by the Committee staff, rather than break up the Administration testimony. We did agree, however that it would be useful to have testimony focusing on counterintelligence and individual rights in the early stages of the process, i. e. , before the non-Government witnesses (such as the ACLU) likely to focus on this particular aspect of the legislation.
