request forwarded to Gordon Freedman, of the House International
Relations Subcommittee on International Organizations staff, sanitized
notes taken on 16 January 1978 when the following people were in

Steve Blush and William Garvelink, all of the Subcommittee staff.

was forwarded to him this date.

per her earlier request. I informed her that the deadline for the 1978

Select Committee on Intelligence staff, the seventh release of
BLUEBIRD/ARTICHOKE material.
12. (Unclassified - ABS) LIAISON At the request of Pat Carpentier,
of OLC, called Walter Sheridan, who worked with the staff of the Senate
Subcommittee on Health and Scientific Research, Committee on Human
Resources, to ascertain if they wanted to receive copies of FOIA releases on
BLUEBIRD/ARTICHOKE material. Mr. Sheridan stated he would appreciate
receiving these releases.
13. (Unclassified - KSN) LIAISON Malia, on the staff of the
Senate Committee on Narcotics Abuse and Control, called inquiring as to
the date of the Senate hearings on Agency behavior modification programs.
I told her the Senate Select Committee on Intelligence and the Senate Human
Resources -Subcommittee on Health and Scientific Research held hearings on
3 August 1977 and 21 September 1977. She thanked me for the information.

office of Senator Daniel K. Inouye (D., Hawaii), and made arrangements for
Ambassador Carlucci to pay a courtesy call on the Senator on 25 January
at 4:00 p.m.

Ambassador Frank Carlucci could meet with the Senator. Ms. Vance
said she would have to check the schedule and get back in touch with me.

in the office of Senator Charles McC. Mathias (R., Md.), and made
arrangements for Ambassador Frank Carlucci to pay a courtesy call
on the Senator on 24 January at 2:30 p.m.

office of Senator Richard Lugar (R., Ind.), and asked for a date when
Ambassador Frank Carlucci could meet with the Senator. Ms. Lee said

office of Senator James Pearson (R., Kan.), and made arrangements
for Ambassador Frank Carlucci to meet with the Senator on Wednesday,
18 January at 2:00 p.m. in 5313 Dirksen Senate Office Building.

in the office of Senator Daniel Moynihan (D., N.Y.), and made arrangements

22. (Unclassified - JEC) LEGISLATION Called Bob Carlstrom,
OMB, to check on the status of several views letters. He said that S. 1720
and S. 1721 (bills to amend the Administrative Procedure Act) should be
cleared by the end of this week, and he would check with DOD to make sure
they would meet that deadline. He added that Charles Ludlam, of the Senate
Judiciary Subcommittee on Administrative Practice and Procedure, was
satisfied with this arrangement. Mr. Carlstrom also said he hoped to clear
our letter on S. 1974, the Regulatory Flexibility Act, by Wednesday,
18 January, and that he would apprise George Gilbert, on the staff of
Senator John Culver (D., Iowa), of this.
23. (Unclassified - JEC) LEGISLATION Called Charles Ludlam,
on the staff of the Senate Judiciary Subcommittee on Administrative Practice
and Procedure, to tell him that our views letter on S. 1720 and S. 1721,
bills to amend the Administrative Procedure Act, was still being held at
OMB, and we would get it up to the Committee as soon as it was cleared. He
said he was aware of the situation, and had no problem with it.
24. (Unclassified - RLB) LEGISLATION Received from John Elliff,
on the staff of the Senate Select Committee on Intelligence, a copy of draft
Title II of the charter legislation, copies of which were subsequently provided
to Agency components and the IC Staff. Mr. Elliff said he would like to have
our general comments on Title II late Thursday or early Friday, and further
that he would like to have a meeting with us to go over Title II in detail sometime
next week. He indicated he would like our comments on the substantive
provisions of Title II without concerning ourselves at this time with whether
or not any of the provisions should be addressed by regulation as opposed
to statute. He said also he would like us to look at draft Title :Mt of the
charter (the FBI charter), a copy of which was provided to us last Friday.
Finally, Mr. Elliff drew my attention to the fact that Title II contained a
section covering electronic surveillance of U. S. persons abroad; he indicated
he was thinking at this time of including this in Title II rather than as a
separate bill or as an amendment to S. 1566, the electronic surveillance
legislation currently under consideration by both Houses. Regarding Title I,
Elliot Maxwell, also on the Committee staff, said they were having some

1. (Unclassified - THW) LIAISON Mike Van Dusen, Staff Director,
House International Relations Subcommittee on Europe and the Middle East,
called to ask if he could take a loop either in unclassified or classified form,
at the report concerning Soviet arms expenditures on which a story had
appeared in the New York Times today. I told him I would look into it and
get back to him.
2. (Unclassified - THW) LIAISON Barry Wiser, in the office of
Representative John P. Murtha (D. , Pa. ), called stating that a constituent
would like an appointment with somebody to discuss the reorganization of
the Intelligence Community. The constituent was an undergraduate student
at Kent State University, Kent, Ohio, and was doing a paper on this subject.
I told Wiser that the reorganization of the Intelligence Community was still
in flux, that many parts of it were classified and, therefore, at this time it
was not feasible for someone to discuss the matter with his constituent.
Wiser agreed.
3. (Unclassified - SF) LIAISON Received a call from Ann Moore,
in the office of Senator S. I. Hayakawa (R., Calif. ), who was requesting, for
a constituent, an atlas of Europe and the Western Hemisphere. After
checking with
NFAC /CSS, office, I informed
Ms. Moore that the constituent can obtain a copy of the Western Hemisphere
atlas from the DOCEX Project at the Library of Congress, and as far as
we know we do not have one on Europe as of yet.
4. (Unclassified - GLC) LIAISON Received a call from Ed Pinto,
Press Secretary to Senator Jacob K. Javits (R., N.Y.). Pinto said the
Senator had decided not to make his trip to Europe for reasons of 1,?a1fh

Staff Director, House International Relations Subcommittee on International
Organizations, concerning the Director's meeting with the Attorney General
last Thursday regarding access to new material by the Subcommittee and
its staff.. (See Memorandum for the Record.)
7. (Confidential - GLC) LIAISON Called Tom Smeeton, House
International Relations Committee staff, to convey to him the results of
the Director's meeting with the Attorney General last Thursday on the
matter of further access to information by Chairman Donald Fraser's
(D., Minn.) Subcommittee on International Organizations. (See Memorandum
for the Record.)
8. (Confidential - GLC) LIAISON Talked with Stan Taylor, Senate
Select Committee on Intelligence staff, regarding the status of information
needed by the staff in connection with the Committee's inquiry into the
qualifications of Ambassador Carlucci for the position of DDCI. Taylor
said their inquiries were proceeding well and he saw no need for any
additional information at this time. He did express an interest in the Civil
Service Commission investigation into irregularities in HEW.
9. (Unclassified - GLC) LIAISON Talked with Jim Bush, House
Permanent Select Committee on Intelligence staff, regarding the timing of
the Director's overview briefing of the Subcommittee on Budget Authorization
as part of its consideration of the FY 79 Intelligence Community budget. Bush
said the Committee schedule allowed for only two possibilities for the Director's
appearance. One was on 3 February or on 11 February, which would be after
some of the hearings on intelligence budgets had already been presented. He
said Chairman Bill Burlison (D., Mo.) did not want to break the CCP presenta-
tion which is scheduled all day on 10 February. I told him we would take this
matter up with the Director and I was later advised the Director talked with
Chairman Burlison and it was agreed that he would make his presentation on

11. (Confidential - LLM) LIAISON Discussed further with Mike
O'Neil, Chief Counsel, House Permanent Select Committee on Intelligence,
the House International Relations Subcommittee on International Organizations
requests, and he will be in touch with the Attorney General's office to
explain what he believes is necessary to implement whatever understandings
have been reached with the House leadership, including the need to pursue
all leads involving unauthorized disclosure.
12. (Confidential - LLM) LIAISON Called Pete Stockton, Staff
Director, House Interstate & Foreign Commerce Subcommittee on Energy
and Power, on behalf of Marty Fitzgerald, GAO, explaining that there are
two reasons for the differences in the letters to Chairman John Dingell
(D., Mich.) and Comptroller General Elmer Staats on the further provisioning
of material relating to NUMEC. I said we would have no problem with the
Comptroller General sharing his letter with Chairman Dingell except for
that portion which identifies the interests of other committees.

the office of Senator Edward W. Brooke (R., Mass.), with regard to
a request from Senator Brooke's office for unclassified CIA publications
released through DOCEX. After checking with

Congress than to us and that, while we would be willing to obtain them
for Senator Brooke, it would be both more efficient and quicker for her
to make the request of DOCEX directly. She asked that I send the list
back to her and appreciated our prompt response. The list has been
returned to her.
19. (Unclassified - MMP) CONSTITUENT Called Etta Finkler,
in the office of Senator Clifford P. Case (R., N. J. to in uire how she
wished us to handle the constituent inquiry from hich they
had sent over in a sealed envelope. She said that we could reply either
directly to the Senator or use a closed envelope, whichever suited us.
I told her that a reply would be forthcoming in a letter directly to the
Senator.
