1. (Unclassified - NDL) LIAISON Received a call from
Mimi Campbell, in the office of Representative Marc 7~. Marks
(R. , Pa. ), who wanted to know when the Agency was going to start
conducting tours. I told her that this program was still in the making
and no firm date had been set. I told her I would put her name on the
list to be called when arrangements could be made for tours to begin.
She appreciated my helpfulness.
2. (Unclassified - BAA) LIAISON Received a call from
John Attanasio, on the staff of Representative Elliott L,evitas (D. , Ga. ),
requesting five copies of the publication "The International Energy
Situation; Outlook to 1985." I said I would send them to him.
3. (Unclassified - MG) LIAISON Called Mary, in the office of
Representative Bill Chappell (D. , Fla. ), in response to her call of
yesterday asking when the response to their letter to the Director inquiring
into whether is or has ever been employed with the Agency
would be ready. I told her that the Director had signed the letter on
13 June and that I would send it to them today via courier.
4. (Unclassified - MG) LIAISON In response to her request of
yesterday, I called Patty, in the office of Representative Tom Railsback
(R. , I11. ), and informed her that we had no general unclassified report
on Cuba but that there were several reports on specific; suhects on Cuba
which, since this was a constituent request, could be obtained through
the DOCEX system at the Library of Congress. She thanked me for this
information.

5. (Unclassified - NDL) LIAISON Received a, call from Douglas
Seay, Congressional Research Service, Library of Congress, requesting
organizational charts of the foreign ministries of the ;soviet Union, Britian,
France, West Germany, and Canada. I told him I would check into this
matter for him and be back in touch if I ran into any problems. Congressional
Support Staff will get the charts if possible.
6. (Unclassified - REH) LIAISON In the absence of
Bob Dockery, Senate Foreign Relations Committee sta~.ff, called me to
make arrangements for our second tutorial briefing o7,i Latin America
for Senator Paul Sarbanes (D. , Md. ). It is tentatively scheduled for
Friday, 24 June, at 3:00 p. m. and the subject will be the Caribbean,
including a special look at Cuba, Jamaica and Panama..
7. (Unclassified - ALM) LIAISON Received a call from Elexis
Moses, of the office of Representative Lawrence Coughlin (R. , Pa. ),
regarding information on Agency tours. I explained to her that the schedule
was not firm yet and took her name and number in order to get back to
her when the schedule is final.
8. (Unclassified - CM) LIAISON I called Mary Mahon, office of
the Assistant Secretary of Defense for Legislative Affairs, and confirmed
that Pauline Baker, of the staff of the Senate Foreign Relations Committee,
has a Top Secret clearance. I then called Mr. Beasley, in the office of
the Secretary of Defense, and confirmed that Charles Sorrels, of the
Congressional Budget Office, has Top Secret and SI/TK clearances. I
advised Sorrels that we had confirmed his clearances.

9. (Unclassified - CM) LIAISON DDI/CSS, took STAT
on the request for an unclassified organizational chart of the Foreign Ministry
of the People's Republic of China made by Douglas Seay, of the Congressional
Research Service's Foreign Affairs Division.
10. (Unclassified - CM) LIAISON I called Pauline Baker, staff of the
Senate Foreign Relations Committee and Senator Dick Clark's (D. , Iowa)
designee there, and arranged for her to receive the SE:cret version of the
"Handbook on Soviet Aid to Less Developed Countries" at the Committee for
Senator Clark's perusal. DDI/CSS, will send the document
to Baker via courier on 15 June.

11. (Unclassified - MLG) LIAISON I received a call from
Susie Brown, in the office of Senator John Tower (R. , Tex. ),
concerning the CIA tours. I told her that nothing had been confirmed
yet but hopefully the tours would begin in July and we ~~vould put their
names on a list and would be back in touch as soon as we had firm
information.
12. (Unclassified - JEC) LEGISLATION Called J. C. Argetsinger,
on the staff of the Senate Judiciary Committee, concerning S. 555 which had
been referred to his Committee from the Senate Gove~~nmental Affairs
Committee. He stated that only Title I of the bill, which deals with the
special prosecutor, was considered by his Committee and that the Committee
had deleted the section pertaining to the Office of Government Crimes and
added a section requiring that the special prosecutor and persons appointed
to his office be appointed with the advice and consent of the Senate.
13. (Unclassified -LLM) BRIEFING Called ?dim Calloway,
Senate Appropriations Committee staff, in connection with the DCI's
appearance before the Senate Judiciary Committee on the surveillance
legislation to ensure that there would be support from Senator John L.
McClellan's (D. , Ark.) office. Senator McClellan is ;still recuperating,
but Calloway said that Paul Summitt was their staff man on the Judiciary
Committee and would look out for our interests.
14. (Unclassified -LLM) BRIEFING Ralph Preston, House
Appropriations Committee staff, called to put off until tomorrow afternoon
the briefing of Representative Gunn McKay (D. , Utah).
In connection with the budget figures, Preston confirmed that we
would get them on 21 June, the date the bill will be marked-up by the
full Committee.
15. (Unclassified -LLM) LIAISON Called Ed Schallert,
in the office of Representative Les Aspin (D. , Wis. ), to work out the
security arrangements for delivery and retention of the classified
letter being delivered to the Congressman today.

Nelson, in the office of Representative Les Aspin (D. ,, Wis. ), con-
cerning oversight legislation. Nelson believes the momentum is
continuing and assured me of his interest in doing as much as can
be done on the Rule XI and Hughes/Ryan problems.
17. (Unclassified -LLM) BRIEFING
DIA, called
to advise that DIA would be wrapping up in a second session their briefing
of Representative Robert L. Leggett's (D. , Calif.) Task Force on the
House Budget Committee. The briefing concerns Soviet military
capabilities and trends.
20. (Unclassified -LLM) LEGISLATION Jack Brady, Chief of
Staff, House International Relations Committee, called and asked for comments
on Chairman Clement J. Zablocki's (D. , Wis.) resolution on a new oversight
committee in the House. I said we would have sometYiing up shortly on an
off-the-record basis, but that our principle concerns remain on the Rule XI
problem and the exclusive jurisdiction and I thought both of these were well
taken care of in the Chairman's resolution. In respoxise to my inquiry,
Brady said momentum was moving in the House for the establishment of
anew oversight structure.

1. LIAISON Called Dx~, Burke Zimmerman,
Research Associate, Subcommittee on Health and. the Environment,
House Interstate and. Foreign Commerce Committee, to indicate that
we had. developed. a response to Representative Paul Rogers' (D. , Fla.. ),
Subcommittee Chairman, inquiry on recombinant DNA and would
forward our thoughts as soon as they had been coordinated within the
Executive Branch. Dr, Zimmerman had no problerxi with this
procedure and indicated. that the legislation regarding recombinant
DNA research had been sequentially referred to the House Science
and Technology Committee, and that further action vas in their hands,
Senator Edward Kennedy (D, , Mass.) introduced they Senate version of
the bill, but Dr. Zimmerman felt that the House and Senate were far
apart on the key issues,
2, LIAISON Received. a telephone
call from Michael Epstein, Senate Select Committee. on Intelligence
staff, who inquired. as to the progress being made o~~ his "notes
problem. " I told him that we had agreed. to make the material
available to him by 15 June and that we would meet this deadline.
He thanked me. He called me back later in the day to tell me that
he had requested. certain memoranda of the FBI, these being based
essentially on CIA material. He asked me to be alert to the FBI
memoranda which wou ld be addressed. to CIA, asking CIA's concurrence
in the passing of these memoranda to the SSCI. I said. I would be on
the lookout for the memoranda but could not guarantee that CIA would
agree to the FBI's passing them to the SSCI until the DDO has a look
at the substance and. concurs. I informed of our office,
of Mr. Epstein's request and we agreed that we would work together
on this.
3. LIAISON Per request,
I telephoned Beverly Lurnpkin, secretary to Robert B. Boettcher, Staff
Director, Subcommittee on International Organizations, House
International Relations Committee, and told her that. the investigative
summaries which come to the Committee from the F'BI having to do with
security clearances should. be addressed., in a sealed envelope, to
Mr. Robert W. Gambino, Director of Security, and sent by courier.
Beverly agreed to do this.

Director, Senate Select Committee on Intelligence, acid he told me that
Chairman Daniel K. Inouye (D. , Hawaii) had agreed to have his appearance
as CIA guest speaker video-taped.
10. LIAISON Walt Ricks, Senate Select
Committee on Intelligence staff, called to say he would be helping Don Sanders,
also of the Committee staff, with some of the work on. the Subcommittee on
Special Investigations. In this connection, he and Sanders would like a
briefing on the Agency's file systems and hoped it could be arranged this
week. Ricks said they particularly wanted to gain an understanding of the
DDO filing system.
11. BRIEFING Accompa~.nied the Director,
SA-D/DCI/IC, and Tony Lapham, General Counsel,
to an open hearing before the Senate Judiciary Subcorr.~mittee on Criminal
Laws & Procedures on S. 1566, the electronic surveillance legislation.

12. LIAISON Talked with Darrell St. Clair,
former Assistant Secretary of the Senate, about the interest of
OMS, in physical fitness programs in the Sen~~te. St. Clair referred
me to Dr. Freeman Cary, a physician for the Senate. I had a nice chat
with Dr. Cary (a Navy admiral) and made arrangements for
be in direct contact with him.

13. LIAISON Ca11~ed Chairman John
Flynt (D. , Ga. ), House Committee on Standards of Official Conduct, to
tell him that the Committee staff had been in touch with our people
indicating that changes had been made to improve the Committee's security
and that we could resume our negotiations with them. Chairman Flynt said
this was not the case and in fact was quite emphatic t1Lat he did not feel he
could execute a Memorandum of Understanding on behalf of the Committee
under the present situation in the Committee and we vrere not to have further
dealings with the staff until he notified us to do so. I thanked the Chairman
for his advice- and told him that we would advise the staff of our conversation
with him. (As a matter of interest, I tried to reach Philip Lacovara, Special
Counsel of the Committee, prior to calling Chairman Flynt, but he was
out of town. I will try to reach him again tomorrow. )
14. LIAISON Talked to Frank Sullivan,
Staff Director, Senate Armed Services Committee, ak~out the procedures
followed by the Committee in the recent reorganization plans that were
submitted by the Department of Defense and also talked with Sullivan
about the action being taken by the House/Senate Armed Services Committees
conferees on the Defense Appropriation bill today. It has interest and
implication from an Intelligence Community standpoint. I also talked with
Guy McConnell and Jim Fellenbaum, both of the Senate Appropriations
Committee staff, on this subject. (See Memorandum for the Record. )

15. LIAISON Called Robert Brauer, Administrative
Assistant to Representative Ronald Dellums (D., Calif. ), to ask him to pass
a message to the Congressman that representatives o:E NPIC would be meeting
with the Ballou High School P.T.A. tonight and I thought the Congressman
would like to know. (We are to meet with Mr. Dellurris on the matter of
NPIC assistance to Ballou High School tomorrow.) Brauer said he thought
it was a good idea for our people to go to Ballou and explain the background
of the assistance which NPIC employees were giving in providing instruction
on computers and he said they would look forward to :;eeing us tomorrow.
