I. LIAISON Per her request, I mailed
a copy of the Agency publication entitled "A Dollar Cost Comparison of
Soviet and U. S. Defense Activities, 1966-1976" to Emily Thurber, on the
staff of Senator Alan Cranston (D., Calif.).
2, I LIAISON Received a call from Mary Ellen
Cole, former staff member with Representative William J. Hughes (D., N. J.),
for unclassified information on terrorism. She said this was a personal
request for herself. I referred her to two Agency publications entitled
"International and Transnational Terrorism: Diagnosis and Prognosis"
and "Annotated Bibliography on Transnational and International Terrorism"
and asked her to request them from the Library of Congress. She appreciated
my assistance.
3. LIAISON Received a call from Beth,
on the staff of Representative Tom Cocoran (R., Ill.), requesting copies
of the following Agency publications: "A Study of Climatological Research
as it Pertains to Intelligence Problems" and "Potent'.ial Implications of
Trends in World Population, Food Production, and Climate. " I told her
copies would be forwarded to her in the next day or so.
4. LIAISON Received a call from Belinda
Nielsen, Press Secretary for Senator Carl T. Curtis (R., Nebr.), saying
that they had received a letter concerning the political situation in Panama
and wanted to know who to send this letter to in order to get further
clarification on the subject. I told Ms. Nielsen she should forward the
request to this office and we would take it from there.

5. CONSTITUENT I relayed to Elizabeth Losee,
in the office of Representative Thomas Ashley (D., Ohio), comments from
CSS, on possible basis for discrepancies between the recent CIA energy
studies and studies of the UN: first, that CIA's study concerned proven oil
resources through 1985, while the UN study reportedly looks at all resources,
proven or guessed-at, through 2000; second, that CIA's gloomer forecasts relate
not to reserves through 1985 (where there is common agreement) but to differences
in production capacity and techniques--the Soviets do not have enough sophisticated
pumps for getting oil out of wells filled with water to raise oil level, for example;
third, CIA's studies gave some consideration to possible political dislocations.
This seemed satisfactory to Ms. Losee for her responses.

of the House Appropriations Defense Subcommittee, and Bill Hogan, staff of
the House Armed Services Committee, that 25X1
D/DCI/IC, would leave his position with the IC Staff on 1 June 1977. I placed
a call to Frank Sullivan, Senate Armed Services Committee staff, to convey th25X1
same information, but he was out.

9. LIAISON George Murphy, Joint
Committee on Atomic Energy staff, called in connection with the ongoing
renovation to brovide a secure room in the Senate in S 406 and S 407. He
10. LIAISON Sam Hoskinson, NSC
staff, called and gave me a brief rundown on the President's meeting
with the members of the Senate Select Committee on Intelligence at
the White House this morning. (See Memorandum for the Record.)
12. LEGISLATION Talked to Bob Carlstrom,
OMB, concerning the revised criminal justice code (S. 1437). Carlstrom
said that the original 13 May deadline has been changed to 20 May 1977.

14. LIAISON Met with Rhett Dawson,
Senate Armed Services Committee, and he gave me a, copy of the
references to Soviet civil defense in Senator John C. Culver's (D. , Iowa)
floor statement to be given the early part of next week. This portion is
based on testimony given by the Agency before the Subcommittee on
General Legislation, of which Senator Culver is Chairman. Dawson
noted that all of the changes suggested by the Agency were accepted.
16. LIAISON Received a telephone call
from Michael Epstein, on the staff of the Senate Select Committee on
Intelligence, to confirm that he and William G. Miller, Staff Director,
would definitely be visiting the CIA Building on 16 May
17.. LIAISON I met with Messrs. Alan
Paladino, William Fitzgerald, James Holt and Marshall Peterson,
Professional Staff of the Office of Technology Assessment's Materials
Resources Program, in their offices to discuss procedures for establishing
a working relationship between that Program and the Agency. This meeting
was a follow-up to an initial professional contact between CPS/
DDI, and. OTA. (See Memorandum for the Record).

18._. LIAISON I called Michael J.
Hershman, Deputy Staff Chief, Subcommittee on International
Organizations, House International Relations Committee, to advise
him that the DCI had signed the Memorandum of Understanding with
the Subcommittee and that I would be sending it over to him about
midday for signature by Chairman Donald M. Fraser (D., Minn. ),
Subcommittee on International Organizations, House International
Relations Committee. He agreed and added that the non-disclosure
agreements signed by himself and Robert Boettcher, Staff Chief of
the Subcommittee, could be picked up at the same time the Memorandum
of Understanding was delivered. As it turned out, the Memorandum
of Understanding was not signed by Chairman Fraser until late afternoon
on 13 May and was not delivered to CIA until the morning of 16 May.
Both non-disclosure agreements were delivered late in the afternoon
of 13 May. All of the originals have been filed in the Fraser Subcommittee
file in the OLC Registry in Room GG 14.
19. LIAISON Called Ben Marshall, Security
Director, Senate Select Committee on Intelligence, to tell him that our
records indicated the Committee consultant Joe Kirchheimer did not have
compartmented clearances. I suggested to Marshall that he may want to send
us the summary of the FBI background investigation on Kirchheimer so that
there would be no problem if Kirchheimer needed access to this information.
Kirchheimer met withl NIO, andi OER, today on
economic intelligence but the material discussed was only at the Secret level.
20. LIAISON David Bu.shong, Senate Select
Committee on Intelligence staff, met with Office of Security officials at
Headquarters and received a briefing on compartmented programs.

21. LIAISON Spencer Davis, Senate Select
Committee on Intelligence staff, called to report that Chairman Daniel K. Inouye
(D. , Hawaii) had just signed the inquiry to the Agency regarding public charges
that the CIA meddled in the Australian politics. Because of the large number
of phone calls Davis is getting on this allegation, I agreed to expedite a response
to the Committee's letter and Davis read it to me for this purpose.
