1. LIAISON Per his request,
I mailed two copies of the Agency publication entitled "The International
Energy Situation: Outlook to 1985" to Ray, on the staff of Representative
Paul Simon (D. , Ill. ).
2. LIAISON Per her request, I mailed
five copies of the Agency publication entitled "The International Energy
Situation: Outlook to 1985" to Sharon Henricks, on the staff of Representative
Donald M. Fraser (D., Minn.).
3 LIAISION Per her request, I mailed
one copy of the Agency publication entitled "The International Energy
Situation: Outlook to 1985" to Bea, on the staff of Representative
Manuel Lujan (R., N. Mex.).
4. LIAISON Per her request, I mailed
one copy of the Agency publication entitled "The International Energy
Situation: Outlook to 1985" to Ann Wray, on the staff of Senator
Alan Cranston (D. , Calif. ).
5. LIAISON Per his request, I mailed one
copy of the Agency publication entitled "The International Energy Situation:
Outlook to 1985" to David Lakin, on the staff of Representative David W.
Evans (D., Ind.).
6. LIAISON Apropos the interest of Gerald
Decker, staff member of the Senate Foreign Relations Subcommittee on
Foreign Assistance, in receiving the classified version of the "National
Basic Intelligence Fact Book", I called Norvill Jones, Senate Foreign
Relations Committee staff chief, who said he had not heard of the classified
book and asked if he could receive a copy of it and the unclassified version.
He agreed that he would control the classified version and make it available
to cleared staffers as warranted. I CPS, said he would get the
copies to be forwarded to Jones. I then called Decker, who explained that
he had heard of the classified version when told of the unclassified version,
and thought he ought to see if it had information of value to his Committee.
I explained the arrangement made with Jones and said I would call him when
we sent Jones the volume. He was satisfied.

7. HEARING Called Bill Hogan, Counsel,
House Armed Services Committee, and alerted him that the Director
would be appearing together with the Secretary of Transportation and
the administrators of the energy agencies, in an open hearing before
Chairman John D. Dingell's (D., Mich.) Subcommittee on Energy and
Power of the House Interstate and Foreign Commerce Committee.
This will be a panel discussion on energy conservation to improve fuel
efficiency of motor vehicles.
8. LIAISON In Mr. Cary's absence,
I handled a call from Bob Walthius, staff member on energy, Senate
Republican Policy Committee. Walthius said he heard the Agency
presentation on Soviet oil production before Senator Henry M. Jackson's
(D., Wash.) Committee on Energy and Natural Resources was very
well received. He said he would be requesting that the Republican
leadership be given this briefing some time in the future. He asked if
he could sit in on any similar Agency briefings to be held on the Hill
within the next two weeks and said he holds a Top Secret clearance granted
by DIA. I told him that no hearings are now scheduled; however, I would
send him a copy of the Agency's unclassified report on Soviet oil
production and I alerted him to the appearance of the Director and other
Administration officials at the open hearing on energy Monday afternoon,
25 April. He said he would probably attend.
9. LIAISON
called for assistance in his preparation of a paper for the Director
explaining which Congressional committee held hearings yesterday on
human rights-in Nicaragua, and why. After checking with Subcommittee
staff, I informed Beckwith that the hearing was before Chairman
Clarence D. Long's (D., Md. ) House Appropriations Subcommittee on
Foreign Operations in connection with pending legislation, the Foreign
Assistance Act for FY 1978, and that the bill is to be reported out
1 May. The hearing was to determine if Nicaragua is violating human
rights in its opposition of political dissidents.

10. LIAISON Talked with Paul Daly,
FBI, about the Senate Select Committee on Intelligence's request that
we appear before the Committee today at 3:00 p.m. to provide a briefing
on the Wilson case. I brought Daly up-to-date on the meeting which
John Waller, IG, and I had will Bill Miller, Staff Director of the
Committee, and Earl Eisenhower, Minority Staff Director of the
Committee, and he mentioned that the FBI had also briefed these
staffers on the Wilson case. He said they had limited themselves
largely to the case and had not commented in any
great detail on matters which were currently under investigation by
the Bureau and the Department of Justice. In response to my question,
Daly said he expected that Jim Price, the agent in charge of the case,
and he (Daly) would be the FBI representatives at the hearing.
LIAISON Talked with Jim Fellenbaum,
Senate Appropriations Committee staff, regarding the draft statement
on the Reserve fund which Dan Childs, Senate Select Committee on
Intelligence staff, would include in the Select Committee's open report
on the intelligence budget. Fellenbaum offered his ;personal opinion
that Childs' feeling that it was necessary to return all unobligated balances
to the treasury at the end of the fiscal year was unnecessarily cumbersome.
He added that in the case of military construction programs (which
Fellenbaum also handles) unobligated balances are applied to the budget
request for the next fiscal year. Fellenbaurn made it clear, however, that
he is not officially involved in this matter and is in no position to comment
to the Select Committee on it.

LEGISLATION After checking wit
OGCR, I called Frank Claunts, OMB, to inform him that the
Agency had no comments on the proposed testimony by EPA Deputy Administrator
John Rhett concerning H. R. 3350, the Deep Seabed Hard Minerals Act.
14. LEGISLATION Spoke with Franz Opper,
House Committee on Interstate and Foreign Commerce Subcommittee on
Consumer Protection and Finance staff, regarding the Subcommittee's hearings
this week on H. R. 3815 and H. R. 1620 (House counterparts to S. 305, the
corporate bribery bill). Mr. Opper indicated nothing, new had developed during
the hearings, but that it was apparent the House would be adopting such legislation.
He said he had received the material I sent him on our proposed amendment to
the Senate bill, and he reiterated that he expected no problem in adopting the
same amendment in the House legislation.
15. LIAISON Received a call from Tom Moore,
Senate Select Committee on Intelligence staff, requesting information about the
Agency's position on the Committee's draft Micronesia interim report. Moore
told me he felt the only way the Agency could win on this dispute was to object
to only the most offensive sentence in the report.
16. LIAISON Received a call from Stan Taylor,
Senate Select Committee on Intelligence staff, and gave him a status report on
the letter to the Committee on the draft Micronesia interim report.
17. ADMINISTRATIVE - DELIVERIES Delivered
to Mike West, in the office of the House Armed Services Committee, another
copy of The International Energy Situation: Outlook to 1985. The previous copy
supplied the Committee was missing one page.
18. LIAISON Picked up a letter requesting CIA
views on S. 657 from the office of the Senate Commerce, Science and
Transportation Subcommittee on Science, Technology and Space.
19.1 ADMINISTRATIVE - DELIVERIES Delivered
to Audrey Hatry for Bill Miller, Staff Director, Senate Select Committee on
Intelligence, a letter to Chairman Daniel K. Inouye (D., Hawaii) from Mr. Knoche,
DDCI, regarding the Committee's Micronesia statement, a letter from Admiral
Stansfield Turner Bill and a memorandum from General Jack Thomas,
SA-D/DCI/IC, to Miller regarding a recent request from Senate Select
Committee on Intelligence staff member Mark Gitenstein.

20. LIAISON Met with Bill Miller, Staff
Director, Senate Select Committee on Intelligence, and discussed Mr. Knoche's,
DDCI, letter objecting to part of the Committee's proposed report on
Micronesia. Miller had previously stated that the Agency should object to
only one sentence of the report but he was pleased that we were not now
objecting to all of the first sentence. He also stated he thought there was
still room for compromise between the Committee and the Agency because
of the good will on both sides. I asked him about the State Department
objections to the statement and he said that State was primarily concerned
that this not become a precedent for public disclosure of details of intelligence
operations.
I also discussed with Miller the letter I had just delivered regarding
I explained to him the problems we had encountered in responding
to the Committee's inquiry.
21. I BRIEFINGS Accompanied Admiral
Stansfield Turner; Mr. Knoche, DDCI; John Waller, IG; Theodore Shackley,
A/DDO; George L. Cary; and Executive
Assistant to the DCI, to a briefing at the Senate Select Committee on
Intelligence on the Edwin P. Wilson case. Mr. Knoche, Mr. Shackley and
Mr. Cary were also prepared to testify before the Committee on the Agency
views of the interim Micronesia report, but they were never called.
Roger Kirk, DC/INR/State, was also present for this purpose but he did
not testify either. (See Memorandum for the- t,ecord. )

Friday - 22 April 1977
1. BRIEFING In connection with the
upcoming briefing of the Subcommittee on Energy and Power, House
Interstate and Foreign Commerce Committee, on Monday, 25 April,
I made a number of calls to assure that our appearance was appropriately
coordinated within the Executive Branch (Nanette Blandin, OMB; Sam
Hoskinson, NSC; Beverly Gaines, FEA; Steadman Overman and Bob Grey,
EPA; and ERDA).
2. BRIEFING Provided to Dave Finnegan, on the
staff of the Subcommittee on Energy and Power, House Interstate and
Foreign Commerce Committee, five copies of Admiral Turner's prepared
statement for the briefing of the Subcommittee on Monday, 25 April,
and asked that it be treated with appropriate caveats.
3. LIAISON Steve Sims, on the staff of
the Subcommittee on Oversight and Investigations, House Interstate and
Foreign Commerce Committee, called to request an energy briefing for
himself and several other staff members. I suggested they attend the
session before the Energy and Power Subcommittee on Monday, 25 April,
and see if they had any further questions, but Sims was quite sure that
the session would not go into the subject to the depth needed by them. I
said we would see what could be arranged depending on the availability of
resources.
4. LIAISON I was visited in my office by J.
J. Hitchcock, Department of State. As agreed, Mr. Hitchcock gave me
a copy of the Department of State response (dated 7 April) to the Senate
Select Committee on Intelligence letter o Mr. Hitchcock
also gave me a copy of a State report (based on CIA material) of June
1970, the subject of which was "Radio of Free Asia", which Mr. Hitchcock
wishes to have approved. for passage to Mike Epstein, Senate Select
Committee on Intelligence staff. The report matter has been referred to
the SA/DO/O for a decision.

5. LIAISON I called Mr. James Fiesta,
in the office of Representative Clarence D. Long (D. , Md.), in response
to his 30 March 1977 note to concerning the FOIA request
of I for Agency material pertaining to the Kennedy
assassination. I stated that I had reviewed the background of Mr.
request with our Information and Privacy Staff and suggested
that, since there appeared. to be confusion as to exactly what material is
desired by we believed the matter might best be resolved
by direct contact between I I and IPS. Mr. Fiesta completely
agreed and provide address to me. I have passed. this
on to Ed. Katulski in IPS and he, will write to I assured
Mr. Fiesta that I would send a copy of the correspondence to him.
6. LIAISON Called Dick White, in the office
of Representative Dale Milford (D. , Fla. ), and told him with respect to the
constituent who asked for the Congressman's help in determining the status
of his employment application with CIA, that it was doubtful the constituent
would ever be hired regardless of our openings. White understood and
said he would suggest to the constituent that he not hold out any longer for
an opening with the Agency.
7. BRIEFING Bob Brady, International
Division, GAO, called requesting a briefing on Mexico. GAO is doing
an internal study for planning purposes only and would like the briefing to
cover the economic, political, and military situation in Mexico. I told
him I would check and get back to him.'

8. BRIEFING Steve Sims, Subcommittee on
Oversight and Investigations, House Interstate and Foreign Commerce
Committee, called requesting a briefing on energy matters for himself and
two other staffers who have no clearances. He also requested a short
briefing on the political aspects of the energy situation vis-a-vis the energy
producing nations and their intentions. I told him we would do what we could in
keeping such a briefing to strictly unclassified material and set 28 April,
at 10:00 a. m. at Headquarters as a time and place for the briefing. The
other Subcommittee staffers attending are John Galloway and Bernard Wunder.

9. BRIEFING Called Eric Foreman, in the
office of Senator Donald Riegle (D. , Mich. ), and told him we would provide
the briefing he requested on the situation in South Africa, at his office
on 27 April at 10:00 a. m.
10. I I LIAISON Called Bob Boettcher, Staff
Director, nvestigations Staff, International Organizations
Subcommittee, House International Relations Committee, and answered his
questions with respect was a resident
alien; that we had no official contact, nor did we have anything to do
with his coming to the U. S. , and suggested he call the FBI for further
information. I also mentioned Steve Blush's, also of the Subcommittee
staff, request with respect to the names Since it
appeared the staff wanted to interview I suggested that
he might want to wait until after our guidelines have been established at which
time we could facilitate such interviews and the person interviewed could
be more forthcoming. He suggested that we get together after the Director
and Chairman Donald Fraser (D. , Minn.) meet to go over these guidelines.
Mike Hershman, Deputy Staff Director of the Subcommittee, will attend
the meeting between the Chairman and the Director.
11. LIAISON Susan Williams, Director of
Con ressional Relations, Department of Transportation, returned
call and I advised her that we wanted the Secretary of Transportation
to be aware that the Director would be appearing and testifying before
Chairman John Dingell's Subcommittee on Energy and Power, House
Interstate and Foreign Commerc Committein on 25 Anril 977.
