1.1 1 LIAISON Received calls from
Mike Epstein and Stan Taylor, Senate Select Committee on Intelligence
staff, regarding Agency review on the Committee's preliminary
statement on Micronesia. I informed both staffers that there was
some opposition in the Agency to releasing a statement with as much
detail as the Committee's draft statement contained, and that because
there were NSC interests involved, the Agency would be contacting
NSC to get additional views. Taylor said he didn't feel there would
be any problem in a couple days delay.
2. LIAISON Called Chris Aldridge, on
the Staff of Senator Birch Bayh (D. , Ind. ), to discuss the source of a
statistic in the July 1976 Basic Intelligence Fact Book.. This satisfied
his interests.
3. LIAISON Received a call from
Hal Ford, Senator Adlai E. Stevenson's (D. , Ill. ) designee, on the
Select Committee. Ford requested a briefing for Senator Stevenson,
himself and perhaps Gil Keyes, Staff Director, Subcommittee on Science
and Space, Senate Committee on Commerce, on the interrelations
between NASA and the Intelligence Community. Ford wants the briefing
on 7 March at 4:00 p.m. in S 407. SA-D/DCI/IC,
is setting up the briefing.
4. LIAISON Received a call from
Marty Gold, Senate Select Committee on Intelligence staff, who reported
that all had gone well on the recent trip of the three staff members to
Panama. According to Gold, none of the areas which the Agency viewed
as particularly sensitive came up during the discussions in Panama. I
agreed to meet with Gold along with SA/DO/O, and a
LA Division official on 2 March at 10:00 a.m. to discuss the trip.

5. LIAISON Called Bill Miller,
Staff Director, Senate Select Committee on Intelligence, to let
him know the Agency would be a few days late in submitting its
first report to the Committee on incidents reported to the IOB.
Miller had no problem with this. I also informed him that the
inventory alone of possibly compromised documents in the Boyce-Lee
case, was 1, 600 pages in length and that an accurate damage assessment
would have to wait an opportunity for the Agency to interview the
principals. Miller asked to rev-iew the inventory. Miller also asked
for a report on the allegations made in a 1 March Wall Street Journal
article.
6. BRIEFING I called Jack Brady,
Chief of Staff, House International Relations Committee, to inform him
of the request of Joyce Shub, also of the Committee's staff, of a briefing of
the Subcommittee on Asia and Pacific, Affairs. Brady saw no problem
in our providing the briefing.
Brady called later in the day stating that No Joseph Spalatin, formerly
Administrative Assistant to Representative Clement Zablocki (D. , Wis. ),
had been named by Mr. Zablocki to be the Staff Director of the International
Security and Scientific Affairs Subcommittee of the House International Relation25X1
Committee. Brady requested that we institute compartmented clearances for
Spalatin which he will need for his new positi7j-

met with Joyce Shub and Don Duskie, House International. Relations Committee
staff, and refined the parameters of the briefing to be given to the Asia and
Pacific Affairs Subcommittee on 7 March 1977, at 2:00 p.m.
8. LEGISLATION I had a chance
meeting with Representative Bob Wilson (R., Calif.) and told him that I
had met with Karen Heath, his Legislative Assistant, on our proposed
legislation to protect intelligence sources and methods. He said he
wants to discuss this with her and will get back to me.,

9. BRIEFING Received a call from
Frank Sullivan, Chief Counsel, Senate Armed Services Committee,
requesting that the Committee be given a briefing on significant foreign
intelligence developments worldwide at 10:00 a.m., Thursday, 3 March,
in room 212 Old Senate Office Building. Sullivan asked if Admiral Turner
could be present to meet the Members. After a discussion with
SA/DCI, I called Sullivan back and explained that
Admiral Turner will be at the White House on Thursday morning;
however, he will stop by to meet Committee Members if time permits.
I also discussed the briefing with DDI/CPS, and he
called Sullivan to narrow it down specifically to those subjects that
they will want covered.
10. LIAISON Met with Representative
Jack Brinkley (D., G a.) and explained that careful review was made
of the Soviet civil defense classified material to determine, in
accordance with his request, whether anything could be declassified
for his use in making a floor statement. I expressed regrets that
the subject was still under review by higher authorities within the
Intelligence Community and no information could be declassified at
this time. He said he understood fully and he appreciates the efforts
that were made on his behalf.
11. BRIEFING Attended a briefing
of the House Armed Services Subcommittee on Intelligence and Military
Application of Nuclear Energy, covering the Intelligence Community and
Agency budgets, given by D/DCI/IC, Jim Taylor,
Comptroller, and Tom Latimer, Deputy to the Director of Defense
Intelligence. The briefing was held in Room H403 of the Capitol and
ran from 2:10 p.m. to 4:35 p.m. (See Memorandum for the Record.)
12. LIAISON Called the office of Representative
Paul S. Trible (D., Va.) and confirmed a change in the meeting with

3:30 p. n--., Thursday, 3 March.
13. LIAISON I called Bill Hogan,
Counsel, House Armed Services Committee, and, alerted him to the call
I had received yesterday from Ron McCluskey, Assistant Counsel, House
Post Office and Civil Service Subcommittee on Retirement and Employee
Benefits (See Item #19, 28 February Journal). Hogan appreciated the call
and doubted that the Committee would consider any change in our law
unless supported b the Agency.

14. BRIEFING Received a call from
James Fellenbaum, Senate Appropriations Committee staff. Fellenbaum
informed me that the membership of the Intelligence Operations Sub-
committee of Senate Appropriations Committee has been fixed. Members
are: John L. McClellan (D. , Ark. ), Chairman, John C. Stennis (D., Miss.),
William H. Proxmire (D. , Wis. ), Daniel K. Inouye (D. , Hawaii), Milton R.
Young (R., N. Dak.), and Ted Stevens (R., Alaska).
Fellenbaum also advised that the Subcommittee wants a short
presentation on the IC FY 77 Supplemental and FY 78 IC budget to be
included in the 16 March hearing on the FY 78 NFIP budget. I informed
appropriate IC officers.

Evans, Senate Select Committee on Intelligence staff, who said he would
have to cancel his meeting today with Chief, CI Staff.

LIAISON Received a call from Mr. Frank
ORPA Libyan specialist, I arranged for her, I _J of
OGCR, and me to debrief Representative Steven Symmes (R. , Idaho) in
his office on his recent trip to Libya. The analysts found Symmes'
comments on the people he met, the conditions he found, and the
reception he received (most cordial), to be of substantial interest.
4. I I LIAISON Received a call from Kempton
Jenkins, State Department, concerning an appearance by Secretary of
State Vance before the Senate Foreign Relations Committee today. Jenkins
said that during his meeting with the Senate Foreign Relations Committee
members, the subject of payments to came up and the majority
of the members expressed concern that this matter had been the subject of
newspaper publicity. Jenkins also said that he knew there was some
interest in the subject of the House International Relations Committee and
perhaps we should get in touch with Chairman Clement Zablocki (D., Wis.)
on this score. I told Jenkins that indeed it was a topic of interest in the
International Relations Committee and that we had had extensive conversa-
tions with Jack Brady, Chief of Staff, and in turn with Chairman Zablocki
on the subject. I filled Jenkins in on these conversations and he appreciated
being brought up-to-date on the situation in the House.

5.1 LIAISON Received a call from
Frank Sullivan, Staff Director, Senate Armed Services Committee,
`regarding the briefing scheduled for Thursday on the world situation.
Sullivan was quite agitated about the appearance of Admiral Turner at
this hearing and practically demanded that he be there. I told Sullivan
that the Admiral was out of the country, was not expected back until
late tomorrow night, and that while we were passing a message to him
that Chairman John Stennis (D., Miss.) would like him to be present
if he could, that we could in no way make a commitment, especially
since Admiral Turner would be at an NSC meeting on Thursday
morning. I told him that I was sure that if he could drop by the hearing
as Sullivan had suggested, that he would do so.
6. LIAISON Bob Stark, associated with
the student government at Michigan State University, called further on
Agency participation for a 7 March symposium, at which
former Legislative Counsel, among others will participate. He was
referred to O/Assistant to the DCI.
7. LIAISON Sam Hoskinson, NSC,
called to indicate that the President had received from Chairman Clement J.
Zablocki, House International Relations Committee, a letter concerning
payments to foreign leaders and the reporting thereof under Section 662.
Hoskinson will send over a copy of the letter and we will prepare a suggested
response.
