The government purchase of eggs exceeded in the second quarter the plan in the Czech
provinces, as well as in Slovakia, where it reached almost twice the planned quantity.
The exceeding of the plan for the government purchase of eggs was made possible by
the good organization of the collection points. The favorable result of the purchase
influenced also the delivery to the markets, and the plan of consumption was consid-
erably exceeded in the Czech Provinces and in Slovakia.
The Czech Provinces show in the second quarter -a better fulfillment of the plan only in the
delivery to markets, export and production. The plan concerning the delivery to markets
was fulfilled in all months of the quarter to approximately 100%. This was, however, caused
considerably by the group of beverages, in which beer, liquors and wines are the most im-
portant items. The fulfillment of the plan for the delivery of victuals to markets, without
counting in the beverages,, reaches in the Czech Provinces in the second quarter 101.9%
(against 103.4% including the beverages), in Slovakia, without beverages, 91.8% (against
85.9%, including beverages), in Czechoslovakia, 86.9% (against 99.9%). The plan for export
was approximately fulfilled in the Czech Provinces only, in Slovakia, not even 600 was
reached. Also, the import lagged far behind the plan, although in comparison to the first
quarter, an increase by 17.5% in the Czech Provinces, by 35.5% in Slovakia, and by 21.1% in
the entire country has been shown.
2. Principal shortcomings
The fulfillment of the plan shows many shortcomings which are caused by:
(a) Technical difficulties in carrying out the control of the plan
(b) Late submitting of the reports---Form 110
(e) Submitting of incomplete reports
(d) The lack of the possibility of checking received reports in consequence of the reor-
ganization of the subordinated planning organs, and also because of the very short time
to work on the received reports.
(e) The non-fulfillment of-the plan
It is therefore necessary to judge the general fulfillment of the plan very carefully.
According to the individual groups, the plan was fulfilled as follows:
(a) Milk and dairy products
The government purchase in the Czech Provinces was around 100%, in Slovakia, about
6.6% more. The production and delivery to the market in Czechoslovakia surpasses
considerably the planned quantity. In the Czech Provinces the effective import does
not reach the planned quantity, but in Slovakia, the planned quantity (butter) was
exceeded.
(b) Eggs

Meat and meat products
The government buying of meat in the Czech Provinces did not nearly reach the planned
quantity; in Slovakia it did not reach even 500. Particularly pork in the Czech Prov-
inces and beef in Slovakia show a smaller fulfillment of the plan. The import of meat
into the Czech Provinces did not reach even 20%; in Slovakia, the import did not reach
60%. The small amount of buying and the trifling import influenced the delivery to the
markets, and the plan for the delivery to the markets was fulfilled in the Czech Prov-
inces by 80%, in.Slovakia, by approximately 60%. In order to cover the consumption,
it was necessary to use the reserves. In the statistical table of stocks the mentioned
percentage is irrelevant, as the plan does not contain all items, whereas all items are
quoted in the chart. The unsatisfactory fulfillment of the plan of buying and import,
and-also the neglect to create reserves for the summer months, will make the maintaining
of unchanged meat rations difficult.

(d) Fish and fish products.
The supply of fish and fish prd-ducts is very satisfactory, and.is influenced by the very
favorable development of imports.

The supply of artificial and natural fats is approximately 100% of the plan. The production
of artificial fats in the Czech provinces reaches approximately 90%, in Slovakia approx-
imately.70%. The import of raw material for the production of artificial fats is very small
in Czech provinces, and completely lacking in Slovakia. Nevertheless, there is no important
reduction of the stocks. The government buying of-'natural fats reached approximately 80%,
in Slovakia a little less than 60%. The import of natural fats in the second quarter was
approximately 25%, in the Czech provinces whereas in Slovakia it reached a quantity three
times as high as the plan.
Sugar and syrups
The delivery of sugar to the market was continuous and reached almost 100% in the Czech
provinces and in Slovakia. The export of sugar from the Czech provinces reached almost
75%; there was no export from Slovakia. The production of candy did not nearly reach the
plan in the Czech provinces and in Slovakia (approximately 85%). The consumption of candy
reached about 90%. The free sale of candy for higher prices declined again, so that con-
sumptiom again approached the plan. In the first quarter the pla- for the consumption of
candy was exceeded by approximately 8%.
(g) Potatoes
The actual government buying of potatoes does not nearly correspond to the plan in the
Czech provinces or in Slovakia. The reason is that the plan for the year 1949 was not well
conceived, neither for the entire year nor for the individual periods. The supplying of the
consumers was continuous in the second quarter.
(h) Legumes and nuts
(i)
There was no government buying of legumes in the Czech provinces, whereas in Slovakia the
plan was exeeded by approximately 100%. The import of legumes to the Czech provinces was
exceeded by 40%; there was no import into Slovakia. The delivery to the market was in-
fluenced by buying and import, and the plan was fulfilled to approximately 80%.
Fruit and fruit products
The delivery to the markets was higher in the Czech provinces than the plan, by approximately
a third. In Slovakia it did not reach 90%. The import of fruit into the Czech provinces
was favorable; there was no import into Slovakia.
;i) Vegetables and vegetable products
The situation was the same as that of fruits.
:k) Citrus fruits and tomatoes
The planned import of lemons into the Czech provinces was fulfilled to 144%, in Slovakia to
100%. The planned import of oranges was altogether exceeded by 20%. The delivery of to-
matoes to the market was over--fulfilled in the Czech provinces up to 200%, in Slovakia it
was only fulfilled by 10%.
Grain and grain products
The plan for government buying was low in the Czech provinces; the buying reached, however,
200% of the plan. No plan was established in Slovakia. A great quantity of grain was bought
there, nevertheless. The planned import of wheat was exceeded by approximately 90% in the
Czech provinces; in Slovakia it reached approximately 80% of the planned quantity. The de-
livery of rice to the market was in the Czech provinces approximately 68% of the planned
quantity, in Slovakia approximately 90%. The import plax for rice was fulfilled to 200%
in the Czech provinces, and to 140% of the plan in Slovakia,
m) Beverages
The production of beer in the Czech provinces lacked by 10% fulfillment of the plan; it was
exceeded in Slovakia by a little less than 10%. The consumption of brandy and liquors was
exceeded in the Czech provinces by approximately a third of the plan, in Slovakia by 15%.

The consumption of grape wine did not nearly fulfill the plan in the Czech Provinces nor
in Slovakia, as only approximately 25% of the planned quantity was delivered to the market.
Also, the consumption of coffee was far below the plan in the Czech Provinces and in Slo-
vakia', mainly because of the high price of coffee on the free market. The sale of coffee
extracts reached in the Czech Provinces approximately 40% of the planned quantity, in Slo-
vakia 60%.
3. Fulfillment of the Purchase Plan
The purchase plan was fulfilled by a total of 94.1% in the whole country in the second
quarter of 1949. It is broken down as follows:

The purchase plan was overfulfilled by more than 25% in the following items: Czech Prov-
inces: butter, barley, oats, oil seeds and vegetables; Slovakia: Oil seeds, legumes and
eggs.
The purchase plan was fulfilled by less than 75% in the following items: Czech Provinces:
corn, late and industrial potatoes, poultry, sweetwater fish and natural fat; Slovakia:
butter, beef and pork meat, veal and natural fats.
The government buying of bread grain was fulfilled in the Czech Provinces by 92.6%; in Slo-
vakia it was not planned, but 55,961 tons of wheat and 13,037 tons of rye were purchased.
The plan for the buying of fodder grain was fulfilled in the entire country by 483.1%. No
plan had been established there. 900.02% of the plan for oil seeds were purchased in the
Czech Provinces, but the total quantity of the purchased oil seeds is very small. In Slo-
vakia, the government buying of oil seeds reached 136.7% but the figures of the plan were
very low..
The plan for the buying of milk was fulfilled in the Czech Provinces by 95.7% and consid-
erably exceeded in Slovakia. The buying of eggs reached in the Czech Provinces 111.8%, in
Slovakia, 188.6% of the plan. The plan for the buying of meat was fulfilled in the Czech
Provinces only by 84.9%, in Slovakia by 45.4%; this is therefore still the most unfavorable
item.

The import plan was fulfilled by a total of 80. in the whole country in the second quarter
of 1949. It is broken down as follows:

vegetables, lemons, wheat and rice;. Slovakia: butter, raw fat,

The import plan was fulfilled by less than 75% in the following goods:
Czech Provinces: dried milk, beef cattle, poultry meat, raw fat, palm kernels, sunflower
seeds, soybeans, apples, cocoa beans, coffee beans, tea, spices and liquors; Slovakia: beef
meat, coffee beans, spices, barley for feeding, and corn.
The planned import of butter was fulfilled in the Czech provinces by 80.8%, in Slovakia by
162.5%, and amounts in entire Czechoslovakia to 7,926 tons. The import of meat was ful-
filled in the Czech provinces by 16.8% (beef meat), in Slovakia by 59.7% (beef meat). The
import of fish was considerably exceeded; instead of the planned 3.,304 tons, a quantity of
49808 tons were imported. 190% of the planned quantity was imported to the Czech provinces,
and 80.0% to Slovakia. The rice import was 199.5% to the Czech provinces, or 2,235 tons,
and 139.6 or 391 tons to Slovakia. 1,068 tons of cocoa beans or 53.9% were imported to the
Czech provinces, 78 tons or 15% to Slovakia.
Altogether, 79.4% of the planned foods and raw materials for their production was imported
into the Czech provinces, and 83.9% was imported into Slovakia.
5. Fulfillment of the Export Plan
The export plan was fulfilled by a total of 91.1% in the whole country in the second quarter
of 1949. It is broken down as follows:

The export plan was exceeded by more than 25% in the following goods for the second quarter
of 1949: Czech provinces: chocolate and pastries; Slovakia:. nothing.
The export plan was fulfilled by less than 75%, in the following goods:
Czech provinces: chocolate and non-chocolate candy, mineral waters and hops.
Slovakia: chocolate candy and non-chocolate candy, chocolate, beer, liquors and mineral
waters.
The export of sugar from the Czech provinces reached 77.2% or 36,267 tons. No export was
planned and also nothing exported from Slovakia. The export of candy from the Czech prov-
inces was 37.1% or 52 tons, and of chocolate-coated candy 0.7% or one ton. Nothing was
exported from Slovakia, although the plan asked for the export of CO tons of candy and 50
tons of chocolate candy. Fruit and vegetable products were not exported from the Czech
provinces nor from Slovakia.
The plan for the export of malt was exceeded by 6.7% in the Czech provinces (altogether were
exported 14,784 tons of malt); in Slovakia the plan was fulfilled by 82.9% or 2,027 tons of
malt.
The export of liquors failed entirely; nothing was exported from the Czech provinces nor
from Slovakia. The export of beer from the Czech provinces reached 90.2% or 1,026,000
liters, from Slovakia 0.5% or 8,000 liters. 28% of the plan for the export of mineral
waters were reached in the Czech provinces (or 35,000 liters); nothing was exported from
Slovakia.

The production plan was fulfilled by a total of 93.8% in the whole country in the second

products, fruit syrups, canned fruit, dried vegetables, canned vegetables,
frozen vegetables, chocolate bars, liquors, grape wine and soda water.
The production plan. was fulfilled by less than 75% in the following goods for the second
quarter of 1949:
Czech provinces: cream, cheese, dried milk, special milk products, smoked and boiled meat
products, smoked meat, canned meat, refined sugar, chocolate candy, frozen
fruit, liquors, lemonades, coffee beans, salt, mustard, soup, preparations
and malt extracts.
Slovakia: condensed milk, smoked and boiled meat products, 100% potable fat, pickled
fish, chocolate-coated and non-coated candy, oatflakes, peeled barley,
bakery products of wheat and rye, cocoa powder, lemonades, mineral waters,
soup preparations, yeast and malt products.
7. Fulfillment of the Reserve Plan
The plan for formation of stocks was fulfilled by a total of 72.6% in the whole country for
the second quarter of 1949. It is broken down as follows:

Slovakia: milk directly to consumers, cheese, sweet chese, buttermilk, poultry conserves,
Clearwater fish, seafish, smoked fish, fish conserved in oil, 100% potable fat,
honey, fruit syrups, conserved fruit, celery, oranges, rye flour, wheat bread
flour, millet, soda waters and vinegar.
The plan for deliveries of foods to market was fulfilled by less than 50% in the following
goods for the second quarter of 1949:
Czech Provinces; skimmed milk, cream, special milk products, dried milk, fish products,
goose meat, cherries, currants, candied fruit, raisins, late carrots,
cucumbers, garlic, green peas, asparagus, rye flour, grits, coffee ex'
tracts, and paprika.
Slovakia: Pork-meat, horse meat, pickled.fish, canned fish, late potatoes, currants,
gooseberries, raisins, spinach, onions, late carrots, cucumber, garlic,
green paprika, red beets, dried vegetables, canned vegetables, early
cabbage, lemons, canned tomatoes, catsup, oatflakes, confectionary products,
grape wine, lemonades, coffee beans, tea, other spices, soup preparations
and yeast.
