Summary of Suggestion 1. Problem: The IBM listing "Collection Requirements and Responses Inventory", published monthly by the Collection Guidance Staff, utilizes a large variety of abbreviations and symbols as a means of conveying the information to the reader. The key des- cribing the symbols and codes used is generally not readily available to the individual. analyst. 2. Suggestion: That a key to the symbols and codes used in the "Inventor be included as the first page of each issue. B. Summary of Evaluations 1. Collection Guidance Staff/D:DI said that until 1963, they included a comprehensive description of symbols in each of more than fifty varieties of listings published. Since the practice was wasteful and often confusing to the consumer, it was discontinued. As a replacement, one-page prefaces were developed which were tailored to each series of listings, designed. to answer most questions. Copies of the comprehensive description of symbols, Key to Symbols Used, were sent to each branch within consumer offices for use when necessary to clarify remote symbols. However, CCS said that since analysts frequently change, it might be well to include a statement to this effect on future preface sheets and improve the quality of their existing one-page prefaces. 2. DDI Coordinator to the Suggestion Awards Committee said that the suggestion brought to their attention a blind spot, resulting in a modification in the preface sheet, and should be recognized by an award. Summary of Suggestion: 1. On 9 June 1965 submitted a secret (codeword) Suggestion No. 66-1 for grids for location maps. He stated that there was a need for pre-designed grids of clear overlays for quickly locating a target to be spotted on a map, particularly in remote areas. These grids would be useful in the particular codeword studies being made. 2. NPIC Collateral Support Division, the Imagery Analysis Division, and the Logistics Support Section of the Photographic Analysis Group considered this improvement unimpressive as a suggestion because: The extremely small scale would be too inaccurate; the idea would have very limited use; and there would have to be too many grids created to take care of the available locater maps. The grids, if available, would serve as a convenience in locating areas but would fail to do an accurate job. They all declined the suggestion. 3. When the suggestion went to the NPIC Publications Division for eva ua on, they saw immediately that they had already put into use a new and similar pre-designed grid system for Briefing Boards which was better for their purposes and was big enough and accurate enough. In other words they also declined the suggestion. They proceeded to seek recognition for their man - ?. who had proposed and had had his system adopted 1 months previous, but who had never put it through the Suggestion System for credit. B. Summary of Evaluations: The -system of pre-designed grids with clear overlays for use on Briefing Boards is not new; it is an adaptation of a known system. did introduce it to his division, did improve the opera one. o a office, and as such is rewardable. Summary of Suggestion Much loading and unloading of trucks and transport vehicles is performed at the border of Dock Well No. 64, There was no safeguard for air conditioning equipment locate in this area to prevent damage from heavy objects that might fall accidentally on the equipment. The suggester recommended that a heavy-duty metal cage-type construction be placed around the air conditioning equipment in this area with built-in doors to permit easy access to the equipment. B . Sumonat7 of Evaluations STATINTL 1. Chief, said the air conditioning equipment is worth several t ousand dollars. Although care is exercised, some material being loaded could accidentally fall on the air conditioning pipes or gauges and result in damage to the unit. 2. A barrier was installed in early January on each side of the equipment facing the warehouse. It was constructed of two by four lumber and heavy-duty plywood. Summary of Suggestion I (FEB 1966 Suggester proposed showing on each photographic print the ratio of the enlargement made from the original. For example, 5 x, 10 x, 20 x, etc. B. Summary of Evaluations NPIC said that showing the enlargement factor on the print of photography is a significant improvement. Summary of Suggestion 1. Former Method: Principal methods used were: a. Planimeter - a device that one uses to trace the perimeter of the area and then converts to square feet, miles, etc. b. Map Area Computer - developed by the Bureau of Census. c. A transparent template with uniformly spaced dots, whereby the dots falling within the area are counted and with a knowledge of the spacing of the dots and a little mathematics, an estimate of the map area is provided. 2. Suggestion: That a template, be made consisting of parallel lines a known distance apart resembling a grid. This would then be placed over the area to be measured and the total length of line falling inside the area would be measured. This would be con- verted to square inches by multiplying the total number of inches measured by the distance between the lines (e.g. 20" x 5 square inches). Knowing the scale of the map, it would be simple to convert to the desired result (e.g. 150 square miles). (See attached example.) B. Summary of Evaluations 1. Chief, Geography Division, OBI, said that this system was recently used in a project of the Geography Division with a great saving of time and a high degree of accuracy. 2. OBI rated this suggestion as excellent. It should save at least 35 to 50 manhours annually in the Geography Division. Its simplicity will bring indirect savings through shifting some measurement work from professional to sub-professional or clerical personnel. This system may also be utilized occasionally in the Cartography Division. 3. DDI Coordinator to the Suggestion Awards Committee re- commended an award of about $50. Summary of Suggestion 1. Former Method: When A. B. Dick or Addressograph Multigraph machines broke down, the Cable Secretariat called the servicemen or sent employees to Washington for needed parts. Machines have been down anywhere from sixteen hours to two or three days, depending upon the availability of parts. 2. Suggestion: That representative spare parts be ordered and kept in drawers for, 24 hours use. The suggester obtained a parts book and made a log record; when a supervisor needed parts, he made the appropriate entries in the log. 3. Advantages: Cable Secretariat has at least one person on each shift trained to fix the machines; having the parts available reduced the "down time" of the s:Lx offset machines. B. Summary of Evaluations 1. OL contracts for repair and servicing of the machines indicated. The current A. B. Dick contract allots $100 for parts during FY 66 and the Ad_dressograph Multigraph contract, $500. Due to the need for immediate 24 hour daily service, OL approved stockage at a minimum le el. 2. Summary of Suggestion 1. This suggestion pertains to use of Form No. 610a in RID (copy attached). Formerly, an arbitrary source symbol and number was assigned each document originating in another Government Agency. The source consists of.a three-letter symbol, the first letter of which was 1D" and five numerals. Such sources and numbers were preprinted on cover sheets. Also, RID abstracted each document under a second source indicating agency of origin (FBI, Army, Defense, etc.). The analyst would write the second source in longhand under the arbitrary source. 2. Suggestion: That the second source be preprinted under the arbitrary source, for example, the w "Defense" on the attached sample. B. Summary of Evaluations 1. RID said that this saves a minimum of two hours weekly of a GS-4's time, valued. at about $230 annually. RID decided that the second source should be preprinted on the same line with the primary source to avoid additional keypunching. 2. Intangible benefits are realized through assurance that all cover sheets for these documents reflect the duplicate sources representing a greater guarantee of accurate processing. C.
