During the Moscow Conference on Collective Security, which took place from 29 November to 2 December 1954, meetings were held by representatives of the General Staffs of the member states. At these meetings, the Rumanian and Bulgarian representatives requested that Moscow make good her oft-repeated promise to activate the fleets of their respective countries. Albania later joined in this request, 2. The USSR, taking these proposals into consideration, promised Rumania a cruiser and two minelayers; Bulgaria, two destroyers, a minelayer, and some NMTBs; and Albania, some midget submarines, two minesweepers, and two or three escort sloops. In addition, in view of the fact that the craft presently at Bulgaria's disposal were insufficient, the USSR pledged to furnish Bulgaria with a flotilla to be used for the control of Danube River traffic. Bulgaria was also promised an organization for antiaircraft defense and for defense against surprise attacks in the Danube area by parachutists. 3.
