in early April, the army units of Soviet foTrp 4tat1o!ed in the
Soviet Zones of Germany and Austria started to leave for the sui mer
camps according to schedule.
Reequipment of artillery and tank units cont.r.ued. To-date, the eight
tank divisions in the Soviet Gone of Germany received a total of
approximately 700 T!#-54 tanks. Since Larch, surplus T-34 tanks of these
tank divisions have continually been turned over to mechanized and
rifle divisions.

On 19 April, 6 heavy guns of a new type arrived in ':1ILDPARK
from the USSR. The description of the guns tends to indicate
that they were 122-mm long-barreled guns, which were first
observed at parades in ..:0JCO1! in 1954.
In Larch and April 1955, the 124th IIv How Brig of the 6th Arty
Div in Brandenburg received approximately 85 prime movers with
T-34 chassis from the USSR. Prior to 15 aapril, the brigade
turned in some 65 old prime movers of various tapes.
The observed shipments went to 13T~ii)A:,~, ALTi BURG, SCrfi.ERI1; and 25X1
i+LURUPPIN. On 11 April, approximately 15 YA-12 prime movers
were entrained for FUL11Z'2z2i;l LDE by the 708th Arty Brig in GE RA.
Several shipments from the US:;R to various posts in the Soviet

If, on the basis of the 3'ij-ures available for the 12th and 10th
Gds Tank Dive, it is assumed that each of the 8 tank divisions will
receive only some 170 T-54 tanks, a total of r::ore than 1,300 T-54
tanks, would be involved and at least 630 T-54 tanks are still to
be delivered.

A comparison of the figures in this tabulation and those
of the preceding tabulation indicates that those tank
divisions which received only about 20 -54 tanks, did riot
turn in tanks. The fact that the f iLures in the two
tabulations thus correspond to each oth_r, leads to the
conclusion that. with 700 T-54 tams, al::.ost all tank shipments
:tavo been observed and that one tank division of each mechanized
army in being equipped with T-54 tanks; betore t ho otsrso
Training
2. After completion of the divisional winter exercises, the bulk of
the units was again stationed at their posts in early April. At
the posts and post training grounds recruits were inspected, with
each movement or activity of the individual men being tined. Firing
of artillery units at ALT::N(kt O*.'V- and JU.:, .:AL OG and AAA units at
:';U. RO`N continued. In April, training concentrated on firing of tank
units, predominantly in the LLVLLi2,G :i .'i?ti. During the second half
of April, the units started to leave for the summer camps. The
following movements were observed:

3. a. The reduction of the number of RR from 37 to 27 a:id their restriction
to operations and traffic control went into effect on 1 April 1955 in
coilnection with a general reform of administrative procedures designed
for pur,,oses of economy. Personnel could be discharged and salaries
were reduced simultaneously. Further savings are expected to be made
by an Increase of work norms and the prolongation of working time.
All these measures were greatly resented on the side of railroad
personnel. .is acts of sabotage were antici,)ated, railroad installations
were guarded by VP and transportation police.
a. Due to large-scale Soviet troop. movements in connection with firing
practices and the transfer of units to summer camps, the traffic
situation of the East German Railroads continued to be strained.
d. On 6 April 1955, railroad coal stocks rose to 4.6 days' requirements.
These stocks are too low for large-scale transportation operations.
4. During the second half of the reported period. rail traffic to and from
the Fast increased to a noticeable extent. In detail; the following
figures of this traffic appear noteworthy:
a. As had already been indicated in the last monthly report, ground units
of a bomber division began to arrive in the u)R, according to expectations.
5o far, 22 shipments have been observed in connection with this movement.
5. In military supply traffic, shipments of T-54 tanks for tank divisions
in Germany and of aviation gasoline increased. The motor vehicle
replacement program continued at a much reduced rate.
c. It appears that crude oil imports
February and Liarch
It is believed that these imports will be
replaced by 3ov a crude oil deliveries. Since .aril 1955, crude oil
shipments from the USSR have been observed arriving at F YU'UaT1O.LL';R.
5. L'iacellaneous
a. The 1955 railroad tank car construction program envisages the construction
of 102 tank oars and the general overhaul of 540 such cars. vor 24 Liarch
1955, stocks of railroad tank cars were given at 12,714 units.
b. Of the 72 locomotives rented to Poland in July 1954, another group
of six locomotives were returned. At present, 54 German locomotives
still operate in Poland.

The ramps make possible the simultaneous loading or unloading of two
trains.
d. On 16 ?ebruary 1955, a pool of 246 locoL.otives was available in the
GDR. Efforts are being made to increase this pool to 3t~0 units by
the fall of this year.

6. a. During the period under review, the volume of military supply traffic
reached a record peak of 3,100 cars. An equal volume of military
supply traffic was only observed in August 1952 when the KVP received
Soviet weapons and equipment on a large scale. On the average, the
following numbers of carloads of military supply goods arrived in the
GDR per month:

In January and February, a monthly average of more than 2,500 carloads
was observed, while in ,'.:arch, a total of 3,100 cars were counted. It
is possible that these figures remain by 20 percent behind actual
shipments because not all of the fuel trains expected to arrive in
Germany could be observed.
b. During the reported period, 400 tank cars loaded with fuel were
observed arriving from the USSR. The receiving stations, almost
exclusively depots and airfields of the 24th Air Army, support the
previous assumption that the fuel shipped was jet fuel.

for the siiipment of gasoline is said to have been dispatched to
$Iti ST L120f3A every second day after 15 April 1955. It may therefore
be expected that additional jet fuel will arrive in the sDR.
c. New T-54 tanks continued to arrive in Germany during the reported
period. The arrival of small numbers of heavy prime movers for
artillery pieces and special. engineer vehicles was also observed.
d. The motor vehicle replacement program continued at a low rate.
7. a. the KYP Sportschule (athletic
school) was transferred from i'0TSDA2 to ,,RU1 U on 15 March.
b. The intensive winter training of Mr at training grounds and in
the vicinity of the posts terminated before time with exercises at
reinforced regimental level and calibration firing in late Lurch.
Post training was conducted at a normal level during the first half
of April. Subesquently, training increasingly included advanced
combat training at platoon and company level.

7., a. According to an unconfirmed report, the KVP Sportscaule (athletic
school) .,was transferred from i'OT:iDA-i to ;RULi~,LU on 15 ilarch.
b.. The intensive winter training of KJi at training grounds and in
the vicinity of the posts terminated before time with exercises at
reinforced regimental level and calibration firing, in late Larch.
Post training was conducted at a normal level durir:, the first half

c , The unexpected discontinuation of the training program may have
resulted from the fact thatKYP soldiers who had not reen'isted
were discharged in early April, while, a s'iort time later, groups of
recruits started arriving. i'he date of discharge had been fixed
about 5 weeks earlier than planned. A total of approximately 1,850
men of the :.;tz tifle :iv Prenzlau and a ,total of approximately 1,550
Men of the mechanized regiments of Div !e;Eesin were discharged. No
d. In mid-April, some l()0 jraduates from the ...otor Vehicle 'School in

transferred to KVP units. :: corresponding number of officer aspirants
were expected to arrive. The fact that, compared with preceding years,
officer aspirants were transferred earlier was presumably
conn,_cted with possible new activa..ioriss This assumption is also
supported by the following observations:
In late March and early April, 100 to 120 officers and NCOs from
Ruinenberg Kaserne in POTaJA'L were detached, allegedly to newly
activated units. Some 150 soldiers of units from general-.`ever Kaserne
were to follow after Laster. Between 4 and 9 April,. 150 men from the
former OACAUS1011AUS.&N concentration camp near ORAidl.r.NBURG were
transferred to another post. At the same time, a unit with approximately
15 .34/85 tanks and some 100 new tr.uc.ss

;rounds, which had been vacated upon completion of winter training a
short time earlier. On l; April. the VP installation in
which quartered the i?.ort .le-,t of the :,iecz -Div Potsdam, was reportedly
occupied by an. estimated 1,000 men, that is much more than the
authorized a i:rengt., of tac mortar rooimcnt. On 12 some 200
KVP soldiers, instead of the Soviet engineer units previously stationed there,
were seen in the former BUGt NWALD eonoentra tion camp near WAIMAR, Intensive

In addition to these observations, statements by 'SED functionaries
and. East-German
organizations indicate that exists not only the intention to bring
the seven existing divisions to their authorized strength but. iurtner
to increase the total strength of KVP !'oroes in 1)55. It is therefore
possible that first measures for the activ 3.tion of ::ores 1.:itte started.
during the period under review. Units of tha Iec., Div Potsdam were
probably to furnish cadre personnel for the newly activated unite.

e. The fact that the recruiting program was intensified in late March
and early April also su_ports the assumption that new units were
to be activated. About 2,250 recruits :sere expected to arrive for
Div Prenzlau and 2,700 recruits for the mechanized regiments of Mecz
iii.v r;gesin. The number of recruits exceeds that of dischargees.
3order police and security service units will also receive recruits.
The Sf5 Guard Regt in ADLLttSIiOe received 600 to 700 men in mid-April.
Hermann MaLern of the Central
Si,D Committee was in charge of the coordination of the recruiting
propaganda program of SiJD, GST, FdJ and other organizations. The SED
propaganda program started in the f irsthalf of April, that of GST and
FdJ were to follow.
f. :Affective 1 lipril, : a,,or General Garthman.^_, for-or chief of the
IIVDGP, was made military advisor of 7ollueber, ,.iiiister for State
Security, and thus chief of border police, transport police and Sf S
guard units. Garthmann was succeeded by Colonel Stoc. as chief of the
police.
g. According to an order by the Political bureau of the 3i:D, training in
firing became compulsory for all members of 13T. The combat ;;roues
were to be organized into llundertschaften, platoons and groups and

home defense. Training was to be supervised by oZficers oft j[yp,
border police or security police. These measures apparently were to
reorganize the combat ;;routs into a workers militia, similar to

this may have been the beginning of usual transfer to the
