The statement in paragraph 2 that the Sungul institute was controlled by the IX Administration at Moscow requires modification. The Ninth Direc- torate of the NKVD (later MVD) was established during World War II and took over the functions of the Special Technical Bureau, which was con- cerned with technical questions, and probably included all laboratories of the NKVD. After the establishment of the First Chief Directorate, subordinate to the Council of Ministers, all those laboratories and func- io'tions concerned with atomic energy were transferred to this directorate from the Ninth Directorate. 2. The name Wosnitsenski in paragraph 4 (spelled Vosnitsenski in Annex 5 and Annex 6) should probably be Voznesenskiy.. The gungul atomic research institute was located on a peninsula which extend-25X1 ed about 3 km into a lake northeast of Kasli. A road, about 7 km long extend- ed from Aungul to the peninsulas This read was usable only in cold weather. Communication to the institute was usually maintained by water. Specialists sent to the institute travelled from Sverdlovsk to Mauk on a single track railroad line. From Mauk, they went by truck to Kasli from where they reach- ed the institute by motor boat. The distance between Kasli and the institute was estimated at 6 km. 2. The institute was housed in a former cloister which consisted of two buildings which were renovated and partly reconstructed. Numerous new buildings were built after 1947 and by March 1949, the institute consisted of about 14 buildings spread over the entire peninsula. Radiation experiments were made at the institute, mostly on various species of annimals-. It was believed that the institute belonged to the atomic reactor located at Tech in the Chelyabinsk - Sverdlovsk area.
