to After the Main Administration for Transport Machine ConstructionI was
founded in 1953, the East German government invested large funds in the
Technical University of Dresden for the establishment of an institute of
aerodynamics. The main tasks of this institute were to carry out
aerodynamic research for the 18th Main Administration and at the same
time to educate trained specialists who would later be affiliated with
the work of this Administration. Funds amounting to 405 million DME
were allocated, and the construction of the institute was carried out in,
1953 as a priority government order under the direction of Heinz Uhlmann,
manager of Bau-Union Dresden0- When Uhlmann completed the construction
at-the prescribed time he was nominated a "Hero of Labor" (Held der Arbeit).q.
20 When.,after the events of 17 June 1953,the 18th Main Administration' was`
temporarily dissolved, the institute chiefly did research on its own on?a
small scale and only a small number of aerodynamics specialists were
trained0
30 In the summer of 1954, the-18th-Main Administration was reactivated. As
a part of this reactivation, the aerodynamics inatitib of Dresden Technical
University will again assume its role as a research and training center
for the Main Administration. It is to start its activitieswith the be-
ginning of the spring semester 19550' In 1953, work was begun at the
Dresden-Klotz echo airfield, which was to be cleared of debris and put at
the disposition of the aerodynamics instituted As of late January 19 ,
work on this airfield had been resumed. According to the plans, the
Main Department for Research and Development of the 18th Main Administra-
tion will be located at the Dresden-Klotzsche airfield and will cooperate
closely with the aerodynamics institute of Dresden Technical University.
4. The aerodynamics institute of Dresden Technical University has a small
wind tunnel in its basement, which will be used for experiments. These
-experiments are to be carried out in close cooperation with Dlaminik (fnu)i,
a specialist in wind tunnel problems, who was located at the Pirna-Sonnen-
stein Material Office of the 18th Main Administration as of late January
