Attached are charts showing p partial organization of the Soviet Mineral Oil Admin- istration (SMV) in Austria and many Of its top Soviet officials. The information 25X1 is taken from a number of sources; the actual charts themselves, however, were prepared by coordinating the information and arragging it in accordance with that is known generally about Soviet economic organizations in Austria. It is believed that the main outlines of the SW organization are correct. Furthermore, the actual personalities and job titles do exist. The detailed layout of the organ- 25X1 ization, however, should be considered no more than informed speculation. 2. The Or ization of the SW. Attached as Annex I to this report is a general chart o W which emphasizes the top levels of the organization. The offices from tae the staff sections on up are in the building at Kantgasse 1, Vienna I. where the General Directorate is located. The following additional offices which are not included on the chart are also located in the Kantgasse building. a. Legal Division - Known personalities are Director Vsehih (fnu) and Chief of Section Gorachkov (fnu). 3. h. The responsibilities of the central refinery office are reportedly not extensive, being prdmarily routine personnel matters. D. Pavlov, has filled in as head of the entire SMV In the absence of the General Director; negertheless, Pavlov's office apparently does not rank with the "chief" officials who appear to serve as deputies to the General Director. Pavlov is a professional oil man who has reportedly worked at Baku and in the Urals. As of about 1 October, Chief Geologist Golyakov was on leave in the USSR, but was expected to return. His position was being filled temporarily by Osipov. 6. The chief of the drilling section, P. Tjupin, replaced Vasili T. Novikov in the position on about 1 October 1954. The exact position of Novikov, who remains in Austria, is not certain. 7. Crude Oil Production Units (SEBs). Attached as Annex II to this report is a chart of the different crude oil producing fields which lists the known Soviet directors. 8. The director of SEB Aderklaa, Voronzov, replaced former director Ivan Ivanovich Malinin on about 1 October 1954. 9. The director of SEB Schoenkirchen, Osipov, is expected to return to the Soviet Union. It is reported that the new director will be W. K. Luzkov. . 10. On 18 October 1954, it was reported that a new production unit, to be called SEB Gaenaerndorf, would be added to those already in existence. It was said that it? would include some of the wells now under SEB Bockfliess and that i4st4ert#4cyyeva d extend northeast to the March and Danube rivers. 11. Organization of the Rhin Drill Offiee. Attached as Annex III is a chart of the main drilling office, Bo-hrbetrieb Prot s. Its Soviet director, Kornyenko, worked previously in the Rumanian oil fields and reportedly received a high Soviet award for his work there-1 12. Refineries Controlled by the SMV. Attached as Annex IV to this report is a chart of the refiner es and their known Soviet directors. 13. Other Important Offices of the SMV. The following major offices of the SMV were not included on the charts: a. DROP - The Austrian merchandising firm for SMV products is incorporated under Austrian law and is not included formally in the SMV organization. It has, however, a representative in the Kantgasse, presumably in one of ,the commercial offices. There is also an DROP representative at each refinery,, A* coordinates orders from Kantgasse for OROP production and, on occa cs,I decks the products. b. Techsnab - The Buero fuer Technische Warenbeschaffung, the central procurement and supply office is headed by Tarutin (fnu). It controls the Central Warehouse at Neusiedl (ZMN). Teehsnab is located in the SMV building at Taborstrasse 1, Vienna II, which houses the following additional SW offices: (1) Wachgruppe - Formerly known as the Werkschutz, this is the SW's pars-military guard unit of approximately 2,000 Austrians, The Soviet director is Chromin (fnu). (2) Feuerwache - Head office for various SW fire- fighting units. (3) Gebaeudeverwaltung - Administrative office for SMV buildings.
