At least one ship had received orders to sail to Arkhangelsk instead of Molotovsk because of the congestion at Molotovsk. 2. Another merchant ship had been ordered to go to Kaliningrad instead of Peyse because of the large number of ships at Peyse. Peyse is located between Baltiysk and Kaliningrad.
