RD REFERENCES THE SOURCE EVALUATIONS IN THIS REPORT ARE DEFINITIVE. THE APPRAISAL OF CONTENT IS TENTATIVE. (FOR KEY SEE REVERSE) the South China Sub-bureau issued a direc- tive of Chinese Communist aims as follows: a. Chinese Communist propaganda directed outside the country was to be in line, for the present, with the Geneva Conference. b. In order to strengthen the atmosphere of peace, the aim was to isolate the United States and divide the United Nations. c. he main objective was to halt war for a three-year period.. The directive stated that if a three-year peace were gained., the Chinese Communists could defeat the United states and the United Nations at any time after that three-year period, but that war with the United States within two years would be extremely dangerous for China. Canton, whichwasinafinancial crisis,'was cited as an example of the present critical c6ndi6ion in China. The Canton tax receipts for 1953 were more than J lP 800 billion.
