1. Since the Sixth Congress of the Bulgarian Communist Party there has been
criticism by the Central Committee of the Bulgarian Minister of Foreign
Affairs and the Foreign Service for the lack of Party discipline within
the Foreign Service. The Central 'Committee has criticized specifically
the loyalty and security of the members of the Foreign Service.

Asa result of the criticism party discipline will be tightened. The 'Central
Committee feels that certain changes in the selection and retention of per-
sonnel within the Foreign Service should be made. These changes will affect
will consist only of those whose loyalty and security are unquestioned.
the Minister of Foreign Affairs and every member of the Foreign Service. The
aim of the changes will be to make the quality of Foreign Service personnel in
respect to their loyalty and security toward the Central Committee the same as
that of the DS (Durzhavna Sigurnost< State Security).
The Central Committee has decided that in order to insure the control and
loyalty of Foreign Service personnel the Ministry of Foreign Affairs must
break down the present cadres into two distinct categories. The first group

The Minister of Foreign Affalm has indicated that he will reorient the activi-
ties of the Ministry, so that the personnel in the Foreign Service will more
successfully carry out their duties as loyal Party members.
