1. Mario SOSA, Chief Inspector of the Guatemalan National Agrarian Department
and a known Communist, has recently been mik?ng discreet inquiries to find
pilots who would be willing to fly Guatemalan Government officials out of
Guatemala in case of an outbreak of trouble. He has hinted that he would
be interested in discussing a retainer fee for such pilots in some instances,
2. SOSA is also interested in obtaining De Havilland jet aircraft and said that
the Guatemalan Government has 82,,000,OOO in the United States with which
to pay for airplanes. SOSA intimated that these aircraft might be purchased
in the United States if the United States Government has changed its attitude
toward exporting arms and ammunition to Guatemala since the Berlin Conference.
Comment, This contradiction between bolstering the strength of the
Rua ema an arme `forces and preparing fur flight from Guatemala in case of
"trouble" indicates the degree of confusion that may exist in the minds of
some Guatemalan officials as a result of the Caracas Cjn.fercnc4 and anti-
Communist sentiment in Guatemala,
