At a coibrence held in Surabaya on 7 and 8 January 1954, the East Java Provincial Committee of the Partai Komunis Indonesia (PKI) passed the following resolutions: THE SOURCE EVALUATIONS IN THIS REPORT ARE DEFINITIVE. Meetings with members and candidates should be organized to discuss the planning of the PKI program, the constitution of the PKI, and the consolidation of the Party's organization. (2) Send the planned PKI program to the laborers, peasants, national indust- ries, mass parties, and progressive intellectuals for criticism and corrections,. (3) Speeches should be given in every Section Committee and Subsection Com- mittee to explain the planning of the program, the constitution, the organization of the Party, and PKI support of the Ali-Wongso Cabinet. (4) Hold general. meetings of Party members, inviting laborers and peasants, in order to explain PKI history and the program planned for PKI struggle. (5) Appoint representatives of the Section Committees to attend the Congress (at most five persons).1 (6) To help defray the heavy expenses of the Congress each member and candi- date of the Section Committees must contribute one rupiah; two percent of the collection must be given to the Provincial Committee. b. Action for the Provincial Committee (1) Two authorities are appointed to organize the income of the Section Com- mittees as explained in the instructions from the Central Committee (CCPKI). 25X1A CONFIDENTIAL/CONTROL - U.S. OFFICIALS ONLY Approved For Release 2001/11/21 : CIA-RDP80-0081OA003900360007-3 CONFIDENTIAL/CONTROL - U.S. OFFICIALS ONLY - 2 25X1A (2) Renew the formation of the East Java Provincial Committee led by Ruslan and Sudjito.2 (3) Arrange plans to be proposed at the forthcoming National Congress based on consideration of the proposals, criticisms, and correction of all loyal PKI men. (4) Send five representatives to the PKI National Congress. c. Proposals to be Brought to the Congress (1) Policy (a) Support to the Ali-Wongso Cabinet must be limited. (b) Connections with Communist parties abroad must be intensified. (c) The policy of forming a national United'Front must be considered an attack on the other parties and deadly blows to Dutch imperial- .ism. (2) Economy (a) (b) Nationalization of key industries must be extended by making that policy a program of the people, the workers, and the peasants. Divisi6n of feudal land holdings and land held by the imperialists must tsk place according to the will of the people. (3) Labor (a) The Sentral Organisasi Buruh Seluruh Indonesia (SOBSI), which has much influence already, must be strengthened by PKI participation in SOBSI. (b) Labor unions led by reactionaries must be discarded by SOBSI and the PKI by isolating them from the masses. (c) To insure that the tactic of driving out the reactionaries does not fail, the policy of a United Labor Front must be accomplished on a mass basis and not by the leaders only. (d) The Sentral Organisasi Buruh Republik Indonesia (SOBRI), however, must be cracked because it is a dangerous Trotskyite element. Its activity must therefore be carefully countered. (4) Peasants (a) Because the peasants form 70 percent of the population, their power must be mobilized by the PKI through the Barisan Tani Indonesia (BTI), Sarekat Buruh Perkebunan Republik Indonesia(5ARBUMI) and the Sarekat Buruh Gula (SBG). (b) The formation of peasants' organizations must be done in every Section Committee of the PKI. (b) If this program is determined, the PKI must invite all parties (including the Masjumi and Partai Sosialis Indonesia (PSI) to discuss the formation of a National United Front. If the MasJumi and the PSI refuse,, it stands to reason they will become isolated from the other groups. (e) The trial period must be limited, (6) Organization (a) Week ideology among members must be corrected by means of dis- euOeions in the districts, and the CCPKI must do its best to trans - te the writings and books of such writers as Manx, Engels, Lenin, Stdlin,, and MAO Tse-tung. (b) Thq formation of the cadres must be increased with the assistance of SOBBI and the peasant union in order to get more laboring and Peasant elements into the Party membership. (e) Basic organization in factories, estates., and villages must receive more attention than in previous years. (d). A re-examination of all leaders, from the highest to the lowest, mu4t be undertaken in order to remove bad elements.
