OF PAGES REQUIREMENT NO. REFERENCES 19 February 1954 25X1 25X1 I. The members of Q kolkhoz in the Ukraine found that the most oppressive regulations and restrictions were those restricting movement, especially movement to town to obtain better paid jobs in factories. 25X1 25X1 5. 25X1 2: The local QP cadre had difficulty with Marxist-Leninist ideology because of the low educational level of the kolkhoz Party members. It also had difficulty with the fulfilling of the production plan because of the disinterest of the kolkhoz members. Another source of trouble was that the Party organization would often order work on Sundays. This was resented very much, especially by the younger kolkhoz members. 3. The esteem. .n which the regime was held was adversely affected by forced delivery us' agricultural products to the State, regardless of whether enough would be left for the kolkhoz members to live on until the next harvest. 4. Since kolkhoz members lived on a part of the produce of the kolkhoz, sabotage of the kolkhoz would hurt them. They, however, did not do any more work for the kolkhoz than was necessary for compliance with regulations and worked just hard enough to stay out of trouble. 6. Some kolkhoz members avoided any social connection with Party members while others sought it 7. There was certainly some passive resistance to the fulfillment of the production plan, but it is hard to say how much non fulfillment was caused by passive resistance a. d hots m ch b actual nabilit of the workers (women, children, and o peop e) to sa is y tki regiure work norms.
