National Youth Festival To Be Held in
August 1954

THE APPRAISAL OF CONTENT IS TENTATIVE.

1. A national youth festival will be held in La Paz in August 1954 as a forerunner
to the Spring, Festival of South American Youth, to be held in Santiago, Chile,
in October. Both meetings are to be patterned after the Third World Youth
Festival held recently in Bucharest and are being guided by the Communist
International Students' Union (UIE).
2. While the Bolivian youth festival is being publicized as a unification of
Bolivian youth through sports and culture., it is generally recognized that the
festival's true purpose is political. During the week-long gathering in La Paz
the Communists will advocate affiliation with the UIE and the similarly
Communist World Federation of Youth (FJM). Portions of the official program
will propagandize both the UIE and FJM, as well as support the pro-peace
movement.
3. Bolivian'Communists are currently attempting to enlist the support of in-
fluential leaders in Bolivian political, educational, cultural, and sports
circles. Juan ALBARRACIN, leader of university students and secretary-general
of the Federation Universitaria Local (FUL), is in charge of preparations for
the La Paz festival. It is expected that approximately 600 Bolivians will
participate in the local festival and that 54 of these will be selected as
delegates to the Santiago meeting. The Bolivian delegation to Santiago will be
led by a queen designate and will include ten basketball players, twenty
musicians, ten dancers, five labor ?delegates,, five student delegates, and three
delegates-at-large.
