(FOR KEY SEE REVERSE) The Ministry of Shipping issued a decree between 10 and 20 November 1953 concerning the duration of service on board ship for deck and engineer officers. The regulation specifies that the first officer and first engineer should not be changed on a ship for a period of four years. This is to prevent the technical condition of ships deteriorating due to frequent changes of officers. Other deck and engine-room officers must remain at least one year on a ship.
