1. The Shanghai Public Security Bureau. is in a four-story building built
around a courtyard on Chien Kuo Hsi Lu (1696/0948/6007/6424) in the Siccawei
section of Shanghai) Many of the lower ranking employees of the bureau
in Shanghai live in one wing of the Piccardy apartment building. Non-Soviet
foreigners live in the center wing of this apartment building.
2. There are eight office$ (ch'u, 5710) under the Public Security Bureau,
including the following six: Political Security Office, Economic Security
Office, Public Order Office., Personnel Office, General Affairs Office, and
Coastal :Defense Office.
3. The Public Order Office includes,among others, the following sections (k'o, 6143):
Water Transport Section, Executive Section, and Census Section. The Executive
Section is composed of the following sub-sections (tsu, 4809):
a. Police Affairs Sub-Section. This sub-section is in charge of the training,
assignment, and administration of traffic police, detectives, and street
patrolmen.
b. Traffic Sub-Section. This sub-section licenses automobiles and maintains
traffic accident statistics.
c. Fire-Fighting Sub-Section. This sub-section trains and employs firemen
and rescue workers.
d. Special Enterprises Sub-Secticln. This sub-section licenses restaurants
and dance halls.
e. Research Sub-Section. This sub-section prepares training materials for
the use of the other sub-sections. this sub-section
had practically ceased to function.

the Foreigners Sub-Section of the Executive Section 25X1
was abolished. Its duties were the registration of foreigners and the
maintainance of occupation and residence records about foreigners.
4. Guards are posted at the entrance of the Shanghai Police Security Bureau
building. Employees are admitted to the building upon presentation to the
guard of an identity card bearing the photograph of the individual. The
cards are issued by the Personnel Section when the employee is hired. The
employee must provide the photograph. Documents in the Research and Police
Affairs Sub-Sections are stored in locked desk drawers at the close of work
each day and the doors to the offices are locked.
