1. Labor'leaders. connected with the Independent Federation of Colombian Workers
(CTCI) in the Atlantic coast area wished to send a delegate to the World
Federation of Trade Unionst Congress scheduled to be held in Vienna from
10 to 21 October 1953. The three. candidates holing to attend the Congress
were Carlos CARDENAS:, Ventura SANDO'VAL, and foberto INSt ARFS. _Alt_-are
members of the 'Federation of 'porkers of Atlantioo (FEDETRAL), and they
would ostensibly represent that organization. CTCI.headquarters:in Bogota
was asked to decide on the matter.
On 20 September 1953 FEDETRAL named a committee of five mestbers-to be in
charge of collecting funds: to cover the expenses; of sending a delegate to
Vienna. This oosimittee, whose members comprise INSIGNARES, CARDENAS, Carlos
ARIAS, 'Jose LAPEIRA, and COBA,fnu, has been very active and has been making.
Rome progress.
3. It is considered very likely that INSIGNAREa mill be selected as the FEDETRAL
representative. He is president of the Union of Constructors and a member,
of the Executive Committee of FEDETRAL. He is not affiliated with the
Communist Party of Colombia (FCC),. but of_ ]a--te the Communilats. connected with
FEDF,p;TRAL have been exercising growing influence over him. In the hope of
reori ;tjng INSIGNARES.as a member, the Party emphasized its help in his
efforts to go to Vienna.
