1. On 24 July 1953, at 0930 hours, three buses left the Mihantour Passenger
Transportation Companyl Garage in Tehran, Iran,. with Festival Delegates.2
2. The departing group, which numbered approximately 909 included the group of 4+0
persons who obtained passports with Government permission, as well as others
who obtained their passports by other means. Engineer Hasan Nazari, the Tudeh
official secretly in charge of the Festival Preparations Committee, told Source
that the Tudeh Party expected to have a total delegation in Bucharest of
about 150 persons.3
Nazari was in charge of the group until it reached the Russian border.

in charge. Each delegate took with him approximately 28 dollars and an
unspecified amount in rubles.
On 25 July, the Festival Preparations Committee authorized its Passport Division
"contact men" to pay "any price" to obtain more passports. Howeyer, these
efforts were apparently fruitless, since on "Friday or Saturday" the
Government changed about 14 of the key personnel in the Passport Division, thus
upsetting the Tudeh channels for bribery,
On 27 July, the Festival Preparations Committee instructed its "contact men"
to cease their efforts, as the "Job was finished."
