Roberto BLASCO Alava, Spanish Communist residing in Guatemala, stated recently. that at least thirty Guatemalan delegates would be.sent-tp the Fourth World Festival of Youth and Students for Peace and Friendship to be held by the World Federation of Democratic Youth (WFDY) in Bucharest, Romania, from 2-16 August 1953. According to BLASCO Alava, the delegation will include political exiles from several countries; he mentioned the Dominican Republic,' Nicaragua, and El Salvador and said that it might even contain deputies of the Guatemalan Congress. 2. BLASCO Alava appeared to be, disappointed by the fact that not a single exiled Spaniard would be in attendance at the Festival, since the matter could not be brought up in the Spanish Republican Center because its make-up is more anti- Communist than anything else. When asked why the Spanish Communists did not choose a representative from their group, or a sympathizer, to attend, BLASCO Alava stated that they did not have sufficient funds to pay the passage, and that the only possible method of obtaining the necessary money would be through the collaboration of the Spanish Republican Center with other democratic groups in Guatemala and the world in handling peace problems and othets of a national and international nature. 3. In reply to questioning, BLASCO Alava stated that a one-way ticket to the Festival would cost $400 for each delegate, and that the funds for the thirty delegates would be raised through a,series of "fiestas," with the Government of Guatemala providing the amount remaining, He added that, once in Bucharest, expenses would be paid, and that some poor delegations would have their return passage paid, and that some would receive transportation costs both ways, 4. While BLASCO Alava did not yet know the names of the delegates, he stated that he believed that the Saker-Ti, the Casa de la Oultura,., and democratic student organizations would be represented.
