Militia for the Armenian SSR
1. The chief of the Militia for the Armenian SSR is Major-General ARHOBO' (fnu),, a
one-star general. A:MOBOV is responsible to the MVD' in Yerevan. His -headquarters
are located at Nalbandian Ulitsa, at the eastern end of the street, number unknown.
Headquarters is composed of the following staff sections
a. Criminal Sections the chief is Lt. Col. VAROSIANL(fnu).
b. Political Sections the chief is Lt. Col. MANUCHERIANL(fnu),
a. OBKhSs this section is responsible for Combatting.speculation,'thefts-' and
bribery ,n: factoriel and' other' establishments.'
RUDr this is the traffic control section; the chief is Captain ANDY (fnu).
e. KBZ'r this section is responsible for the maintenance of public safety on
the streets and in establishments open to the public.
Auto Inspection Section (Auto,Inspektiiya)t this section'is responsible for
traffl.c control on the highways outside of cities.

office in Yerevan, which issued passes for travel to the border zones of
Turkey and Iran. In May 19189 there was a-rumor circulating in Yerevan that
this section of the militia might be absorbed by-the other'MVD counterpart,

of reservists.

2, The chief of the Yerevan City Militia is Major KHANGALDIAN (fnu)A who is directly
responsible to Major-General AKHOBOV, His offioe is located at ulitsa Markea
No, 13 or 15, a three-story black stone building, formerly known as the Aram Agha
House (sic). Major 1 ANGALDIAN is assisted by'a number'of deputy chiefs. The city
militia (gorodskoye otd?leniye militsii) is divided into eight militia districts
(rayonnyy otdel militsii) s each district covering a certain section of town as follows s

b, Military Registration Boards there is one chief and one assistant. The chief
:of this section is also the o litruk for the 'third district militia personnel
and responsible for political propaganda among the personnel.
c. Address Bureau (Adresry, Stol) s This is an information bureau, which keeps a
record of the addresses of each individual residing in the city. There is
only one address bureau for the city of Yerevan, and it is located at the
headquarters of the third district because this is the most important district
in town. The chief of this bureau has two or three assistants.
d. KBZ! this section is responsible for the maintenance of public safety and
order in the streets and other places open to the public for the entire city of
Yerevan. Militia detachments in each of the eight military districts are
responsible to this KBZ office for the maintenance_ of safety and order in
their respective districts. The KBZ interrogates briefly all individuals who
are brought in by the militia detachments on charges of disturbing the public
peach and, after determining the zeal nature of the offense, transfers the
case to the appropriate government agency for disposition. The KBZ operates-
a small jail at the third militia headquarters where individuals under arrest
can be detained overnight. This section has one chief, who has eight or nine
assistants or guards,

f. A detachment of approximately 30 militia men, who represent the strong arm
of the district headquarters. They are stationed at various points in the
streets and other public places within the third'district's,area of responsibility
for the purpose of maintaining public peace and order. They arrest individuals
who disturb peace and order and take them to the KBZ office. They also carry
but the decisions of the other sections,. such as rounding up reluctant draftees
called by the Military Registration Board. They are not responsible for traffic
control and do not handle political cases.

The third district headquarters occupies the entire building at No. 8 ulitsa Marksa.
The building is of black stone and has a flat roof; it is located. directly on the
street. To the right, as one faces the street, there is a public garden, named
26 Komm?unary, There is an iron grill fence running from the militia building to
the corner of ulitsa Plekhanova. The entrance to the garden is at the intersection
of ulitsy Marksa and Plekhanova on ulitsa Marksa. To the left of the militia building
on ulitsa Marks a is a four-story pink stone building with large square windows;
this is No, 10 ulitsa Marksa. The Yerevan city Sovetr is located at No. 12 ulitsa
Marksa, a three-st?ry black atone, building. There is no space between No. 8 and
No. 1Q$ between No..10 and No. 12, there is a large iron gate, which is the
entrance to a garage for government vehicles. The garage itself is the

6. The general office at No. 8 ulitea Markea is occupied by 10 or 12 minor officials,
assistants, and clerks. The officers in charge of the militia detachment and
several small sections are grouped in this space.
7. The third district headquarters has only one motorcycle assigned to it and no other
transportation. The motorcycle is a Harley-Davidson.
8. The chief of the Military Registration Board at the third'district'headquarters,
until spring 1948, was GALUSTIAN (fnu). GALUSTIAN was also politruk at 'third
district headquarters and secretary of 'the Yerevan third dis r c artkom. In
March or April'1948, GALUSTIAN was promoted to become Deputy Chief of the militia
under Major KHANGALDIAN and ceased being Partkom secretary,

9. Privates and NCOS wear a summer uniform consisting of black high shoes, blue putties,
blue riding breeches, blue blouse, leather belts ordinary buckle with no insignia,
and a blue garrison cap with a red star. Epaulettes are blue; regular army rank
insignias appear on epaulettes only: All militiamen carry a Nagant or Samazvodt
(sicPpossibly automatic) revolver while on duty; sometimes they also carry a rifle.
10. In the winter, privates and NCOs wear high boots instead ofputties, a khaki blouse,
a blue overcoat with-epaulettes of the same color, a blue overseas cap with large
ear flaps. The cloth used in the winter uniforms is heavier than that used i4
summer uniforms, In other respects, however, the winter uniform is the same as
the summer uniform,
11. Junior officers up to and including majors wear a summer uniform like that worn by
privates. Junior officers wear shoes of abetter quality,.a Sam Brown belt with
a star on'the buckle,'and white epaulettes. Their winter uniform is the same as
that worn by privates, but junior officers always wear high boots, a Sam Brown
belt with a star on the buckle; white epaulettes with a thin blue border line and
a wider blue line in the middle, and the quality of leather and cloth is better than
that used for privates and NCOs,
12. Senior officers wear a summer uniform consisting of high boots, khaki riding breeches,
khaki blouse or sometimes a white blouse, white epaulettes with a thin blue border,
line and a wider blue line-in the middle, S Brown belt with a star on the uckle,

13. In the winter, senior officers wear high boots, blue riding breeches, khaki
blouse, khaki overcoat, white epaulettes like those worn- in summer, on formal
occasions gold epaulettes, and a Sam Brown belt with pistol.

Major-General AKHOBOV wears a tan uniform with regular Army tunic, closed
neckband, arced gold epaulettes with one gold star.
15. Winter uniforms are worn starting in November and summer uniforms starting in
March.
