A reorganization of local administrative districts: in North orea was announced in broadcasts from Pyongyang on 27 and 31 December 1952, 25X1 according to Foreign Broadcast Information*Service reports dated 29 December 1952 and 6 January 1953. The following report furnishes additional details. Redesignatfon:,of local Adtaini3trative Unitd 1. In February 1953 the following administrative changes were being planned by the North Korean Peoples Committee. These changesbhad already been put into effect in areas near the front and were to be enforced throughout North Korea by the end of March 1953. a. Existing gun were to be divided into two or three parts. b. Existing myon were to be abolished.. c. Ri and ni, the lowest administrative units, were to be.reorgsLnized, with two or three of the existing ri or ni being combined into one, These new ri and ni would be under the direct administrative control of the new gun SECRET 25X1 25X1 STATE X ARMY x INAVY AIR X FBI J JAEC COMO' RYCO ? By mid-February-1953 approximately seventeen'new gun had been; established; in North Korea, and the areas of the old gun had been redesignated so that all gun would cover areas similar in size. 3. By 5 January 1953 Poch f ong-myon (ii 39-57) E 127-49) (Cv.9922 had been divided and a part had been added to T'oejo-rayon (N-39-55, E 127-~.7 (CV-9619). At the same .time T'oejo- on was redesignated as a gun. In like manner Sinp'o-myon (N 39-31, E 1.26-33)(BU_8977) was named a gun. 4+. On 20 January Yonbaek-gun (A 37-50, E 126-16)(BS-5920) was reorganized into three new gun: Paekch'on-gun, Yonan-gun, and Pyoksong-gun. Political Reorganization Eligibility requirements for the Peoples Committees of the new ri, t'ong,2 and ku were to be as follows: a. Those who had formerly held the position of chairman or above in myon peoples committees, and those who had formerly held the position of section chief or above in gun peoples committees would be eligible for the new ri peoples committees. b. Those who had been chairman of the old ri peoples committees would be eligible for tong and ku peoples committees. Results. of the Reorganization 6., lne reorganization, which'was carried'out for the purpose of seducing-the nuLfoer of overnment officials and improving the efficiency of administra- tion on the local level, resulted in loss of employment for many people. Those who lost their positions under the reorganization were ordered to volunteer for the North Korean army. 25X1 25X1 Comment. The English equivalents of the Korean terms used in this report to designate administrative units are as follows: gun, county: rayon, sub-county; ri or ni, village. 25X1 Comment. "T'ong" is presumably a sub-division of a town or village. The term "ku" is used in South Korea to indicate a sub- division of Seoul, and may have an equivalent meaning for indicating sub-divisions of large cities in North Korea.
