Salvador. Raul VIDES, according to information supplied by

described as deeply versed in Marxist theory9 and as having acted as a deep-
cover agent for the Communists.

During the latter part of January 1953 Raul VIDES was in touch with Communist
Party leaders in Guatemala and received the following instructions:
a. The recommendation that the Communist Party of El Salvador should
change its tactics, its strategy, and its outward appearance is
to be given diligent study by the proper Guatemalan Communist
authorities, and their conclusions will be communicated personally
by an emissary who will'visit El Salvador.
b. The Com=ist Party of El Salvador should not, for the present,
organize a new "popular" political party.
c. The practical work of the Party should be the penetration of all
groups in opposition to the incumbent government. Once these
groups are infiltrated, a persistent opposition to the foreign
policies of Foreign Minister Roberto CANESSA, especially in
regard to the Organizaeion de los Estados Centro Americanos
(ODECA), should be maintained.
d. All unions should be penetrated, but Party members should not
get elected to official positions. Party work should be strictly
clandestine in the unions, and Party workers should maintain a
conciliatory attitude.
e. The Party should attempt the establishment of a weekly newspaper,
with a "democratic popular" slant. This weekly should concentrate
on defending the Guatemalan Revolution. It should also appeal to
all independent liberals. Material for the weekly would be furnished
by the Guatemalan Embassy in San Salvador.
